“Addressing Urban Injustice: The Growing Gap and What to do about it”

On a panel Wednesday night at Innis College, academic luminaries such as UBC’s David Ley, CCPA economist Armine Yalnizyan and architect Ken Greenberg were given a few minutes each to address social and spatial segregation in cities. The speed at which they whipped through their presentations made for some Tweet-able moment. (“I’m not against mixed-income communities; it’s just how we get there,” said University of Illinois Professor Janet Smith at a session earlier in the day.)

David Ley described the process of gentrification within Vancouver and found that while the socio-spatial trends are not as sharp as in Toronto, the racialization of low-income tracts will mirrors Toronto’s own growing pattern of

segregation.

Montreal Professor Damaris Rose plunged straight to the question of why the gaps are growing. Research literature describes four causes, she explained:

  • Increased desire of high income people to live in an exclusive community. This means that spatial segregation can occur without any change in the shape of the labour market.
  • The diminished capacity of low-income people to live in non-poor areas because of factors such as discrimination or the rising costs that occur with gentrification.
  • The polarization of the labour market because of the effects of globalization

These trends matter, she explained, because the growing isolation means that affluent people may be less invested in the broader public goods. Low-income people are left in poverty either in a declining environment or, alternately, within a more affluent community. Each of these brings problems.

Netherlands Professor Maarten Van Ham, given the task of describing the situation in Europe in his allotted eight minutes, presented the strongest narrative thread, connecting inequality to ethnic segregation to social unrest. He described the rounds of riots Europe has faced, from the 2001 Bradford riots which come called the end of multiculturalism in the U.K., to the riots in the banlieus of Paris in 2005 tied to youth alienation and unemployment, to the 2011 London Riots to which commentators attributed causes such as poor parenting, the austerity measures of previous years and concentrated poverty.

Even in one of the vaunted Scandinavian countries such as Sweden, 70% of immigrant children grow up to live in the same types of disadvantaged neighbourhoods as where their parents settled. This research, Van Ham explained, has been reproduced by Patrick Sharkey at NYU looking at African-Americans.

Not surprisingly, Van Ham explained, indicators of social deprivation improved. Poor people had been moved out. [This gave rise to an advocacy campaign in the United States calling for “Better Neighbourhoods, Same Neighbours.”] Poor people may choose to leave, but often, they do not want to, Van Ham explained. Social networks are destroyed and their option is another poor community.

Where, then, next? he asked. The policy responses to the crises include the well-critiqued Big Society in the U.K. which ostensibly “helps citizens to help themselves,” and an emphasis on Social Innovation, an amorphous term at best.

Van Ham tried to end on a positive note, describing initiatives such as the U.K.’s Locality, which supports community-based organizations. We’re safe for the next decade he predicted as few governments will make the investment to do major urban restructuring.

Chicago-based Professor Janet Smith, in the spirit of the date July 4th, described acts of rebellion and organization which had changed Chicago’s landscape. Actively community organization at the local and city levels have been key to addressing the issues of control and control, she explained.

As discussant, Armine Yalnizyan underscored the weakness of relying on a “doing it for ourselves” model within the wider libertarian sentiments of the time in which people’s own sense of self-preservation has them fighting those with just a little more than them rather than the power-brokers who are reaping the rewards of economic growth. When knowledge is power, the fight in Quebec is much more than about a few hundred dollars of tuition, she said, and raising it is stupid.

Architect Ken Greenberg rounded off the panel discussion. Looking at spatial segregation, he quipped, urban suburbs are the “hand-me-downs” of the upper income groups, leaving them behind to those with less housing choice.

Student graduation rates in the TDSB showing improvement across the board

Research staff at the Toronto District School Board (TDSB) are producing a series of fact sheets to give an early peek at some of their drop-out data, and, as elsewhere, it’s good news: Student graduation rates are up.

Of the more than sixteen thousand students who started grade nine five years ago, 79% had graduated, up 10% from a comparator group seven years earlier. Those doing a “victory lap” held pretty well steady at 7%, so the decrease was in the number of students dropping out, down to 14% of the group in this study from a high of 23% in the earlier cohort.

However, while the groups examined are all showing an increase, not all groups of students are performing as well as each other. These research snapshots show some the differences among student performance within the system.

Board staff were also, for the first time, able to link these students profiles to the student census data.

Further analysis and more reports will be produced over the coming months, looking at issues like special education, race and ethnicity, and sex. This first brush looked at a wide range of variables: academic level, gender, age in grade nine, sexual orientation, racial background, language, and region of birth.

The numbers are more confirming than surprising. Eighty-eight percent of academic stream students graduated on time, compared to 59% of applied-level students. Girls had higher graduation rates than boys (83% vs. 75%).

Straight students had an on-time graduation rate of 82% compared to self-identified LGBTQ2S students of 69%.

Students who spoke English as a first language had a below-average graduation rate. Students who speak Chinese, Hindi, Serbian, and Bengali had the highest on-time graduation rates. Those who speak Spanish or Somali had the lowest rates.

The racial categories showed similar variation, but are less reliable because factors such as poverty or parental level of education were not controlled for. However, the numbers confirm that schools are not graduating Black or Latin American students in the same proportion as other racial groups.

The third fact sheet shows similar patterns when looking at the students choices around post-secondary education. 2005 and 2006 were the first years that a majority of TDSB students applied to post-secondary education on-time (the researchers measured rates of application from 17-year-olds).

The most interesting findings in this third fact sheet confirm how parental occupation and education levels seem to be major drivers in students going to university. 65% of students with parents in professional occupations confirmed an Ontario university after graduation, while only 46% of those with parents in “skilled clerical” occupations and 38% of those in unskilled occupations. These numbers are almost mirrored when looking at parental levels of education.

Similarly, while one out of eight (14%) of students from professional families chose not to apply to university, one-third of students from unskilled/clerical families chose not to.The pattern for college applications did not show such stark contrasts.

TDSB staff plan to continue to release these early glimpses into the student and parent census over the course of the next school year.

Next up for release is a report on Special Education and how socio-economic demographics interplay with those identifications. Subsequent reports will look at student engagement; LGBTQ students; Aboriginal students; the Black student diaspora (with York’s Professor Carl James); and at continuing education (52% of the current cohort have taken at least one summer school or night school class).

Toronto maps: An incomplete index of interactive maps on the internet

Web-based mapping is fun, interactive and informative. Toronto has a great share of web 2.0 maps to enjoy.

Graphic representation of data is one of the best ways the internet has changed the way we access information. Geographic information specialists, like the amazing and proliferative Patrick Cain, are now welcoming non-experts into the fold (with Google maps and open source programs), and a wonderful range of maps about our city has emerged. Most are point-level data, the locations of places. Some are more complex. A few are quite strange.

But they’re worth a wander – feel free to share ones you’ve found!

Resilient neighbourhood economies in an age of austerity: No big lessons

Ten years ago or thereabouts, the U. K. government undertook an ambitious program of neighbourhood renewal focused on 2,000 British communities. A decade later, independent evaluations are “somewhat positive,” according to  Geoff Mulgan, Chief Executive of the National Endowment for Science Technology and the Arts (NESTA) and former CEO of the Young Foundation. Recent efforts have been trying, in a way, to put right mistakes of the ’70s and ’80s, when richer people moved into re-habituated buildings, Mulgan told a group of Toronto community funders and organizations at a meeting organized by the Metcalf Foundation earlier this month.

“Big strategies won’t work, there are no silver bullets. Lots of small initiatives work best,” Mulgan said. Instead, he elaborated, the focus should be on schools, social capital, job opportunities, and simply getting money to circulate within neighbourhoods, creating a multiplier effect, and, the current times of austerity mean agencies and funders are looking for an impact in new and interesting ways.

Mulgan also challenged old-time thinking about taking projects “to scale” (growth), saying funders and agencies would do better to look at replication (spread). While Mulgan was arguing that small is beautiful, it goes against the push from many funders for mergers.

To prove his point about the need for multiple, smaller inventions, Mulgan offered a top ten social innovations from his own work on these issues:

  1. Last year, the Young Foundation looked at Birmingham to see what makes a city resilient. It compared low-income communities with similar demographics and their social networks. Communities which were more diverse were doing better than those with two or three dominant groups — different than what researchers expected.
  2. The Young Foundation also created a program which taught resiliency to 11-year-old in schools, focusing on those who in stressed communities. Results showed lower levels of depression and better schooling. The new finding was that resiliency could be taught.
  3. Deciding that the focus on improving schools was not enough because even the best schools have high rates of truancy and drop-outs, the Foundation developed a new form of schooling, a “studio school” where learning occurred through practical team-based projects. The move away from abstract pedagogy led to better student motivation and was particularly effective with students from low-income families. Piloted in Blackpool, the government is now using the model across the country.
  4. Young, Somali female colleagues convinced Mulgan to develop the Uprising program for 18 – 25 year olds.  Participants have to run a community campaign which is then connected to national level. Three years later it is now spread in neighbourhoods across eight cities. Mulgan noted that recruiting men and White people has been a challenge. This program sounds like very much like Toronto’s Diversecity.
  5. Mulgan explained his fifth example was important as money was disappearing. His organization, NESTA is very involved in time banks. Within Toronto, Timeraisers has used this as a model for volunteering among those who want to bid on art, but Mulgan described a model that acted more as a parallel economy in low-income communities. Bartering, he explained, is useful in communities without much access to resources and money. Linking the program to local institutions, such as housing or schools, local residents earn credits which they can then “spend” among themselves.
  6. Mulgan and his colleagues became concerned about the high number of young people with advanced university degrees who were having difficulty access jobs.  So they set up “finishing schools” which offered intensive training in everything from voice coaching to self-knowledge. Employment rates doubled. While this might not work in Toronto which has less of class stratification, the approach to explicit teaching of social/cultural skills and mentoring are valuable, Mulgan explained.
  7. NESTA  found that buildings and physical plants are not enough for non-profits, but that they needed media platforms as well. In contrast to “big media,” hyper-local media platforms emerged, attached to community organizations or secondary schools (where youth supported the work) within communities, creating hubs for economic and social exchange. Mulgan predicted these would be widespread within ten years.
  8. Urban farming, connected to local schools offers opportunities for apprenticeships and entrepreneurialism. Mulgan gave the example of one Australian school where students raised fish, learning biology, and then sold them door-to-door. Mulgan described pockets of land transformed from “boring grass” to fruit trees.
  9. In their work with Muslim youth, the youth identified the need for advice on daily matters that was Koranically-correct. So the website Maslaha, meaning”Public Interest,” was created. A group of Imams offers this “real-world” advice, helping youth straddle between secularism and Islamists, offering on-line advice on issues ranging from speed-dating to diabetes.
  10. Attempts at measuring resiliency through the development of a new tool: Wellbeing and Resilient Measurement (WARM). Community and individual levels, covering a range of topics from employment, happiness and readiness for the future. Started in Birmingham, this is being piloted in a few other European countries as well. The tool creates space for discussions about local priorities.

Ever pushing boundaries, Mulgan lobbed a final idea when responding to questions from the audience. Too much time is taken up for non-profit staff writing reports which often don’t get read when they are sent in. If funders, want to have a real impact, and ensure truth and transparency, program reports should be done by blogging.

Gentrification signifiers: A story of one neighbourhood

When two grandmothers stopped on my street recently to tell me their adult children had bought a nearby house, I didn’t tell them why the young family who lived there was moving out. They had moved in with high hopes to this same freshly-painted and pot-lighted house, ignoring the “as is” in the stipulations. The house had undergone a quick flip from a man who bought it after a house fire burned out the tenants who lived there. The house attached to them had also suffered fire damage, but those tenants, renting rooms, stayed on in a more deteriorated house.

And then last summer, it got bad. A man with a violent criminal history moved in — and took over. We neighbours sat on our porches and watched the drug deals and solicitation. It had happened before on the street. The normal knock-and-run behaviour of drug buyers played out along the sidewalks where kids pedaled past on their bikes, part of the ballet that Jane Jacobs described. But this time, it was scarier.

Physical fights became the norm, and the local men became protective, taking to long smokes at the ends of their porches. The police raided the house almost weekly through those hot months. By-law officers arrived and spent three days carting refuse away. The landlord, a former neighbour, was rumoured to be incapacitated, unable to intervene or maintain control. Then, too late, a woman died there of an overdose. The house was padlocked and put up for sale.

I couldn’t tell all this to the cheery women I met. But I recognized their story — their children had got “such a good deal!” But I did recognize this stage of gentrification – the grown children had moved eastward, having rented in Kensington Market – and had  been not able to afford a home closer to the downtown core.

When neighbourhoods shift from working class neighbourhoods to higher income ones, several signs and stages are notable.

First arrivals were people like me, my partner and our new baby. We had some family connections to the community, but while comfortable here in the neighbourhood, we were no longer working class. Higher education had boosted our personal prospects. So, our arrival acted as a signal, that the neighbourhood was “safe.”

Others like us soon came, and the occupations of my neighbours switched from taxi drivers, factory workers, and train conductors, to book editors, teachers, and non-profit workers. Single women thronged to the neighbourhood’s small houses, and young families used the low housing prices as a launching pad until they could afford a larger place. Homes which had housed multiple children (and sometimes a couple of families) were converted to single households. Population density dropped, and racial diversity paled. As housing prices rose, residents told each other this neighbourhood was “arriving.” (One elderly neighbour, disbelieving the rising house prices, chortled to me, “Diane, we’re quarter millionaires,” as housing prices rose over $200,000 for a 12.5 feet wide lots.)

Next, come the speculators. Housing flips are common in the neighbourhood now. Another couple, lured by granite counter tops and a street-front entrance, all at the price of a condo, has moved in across from us, but lawsuits have ensued as the rotted timber covered by the new drywall had been discovered. Our neighbourhood had become a bit of a destination point.

As a critical mass of newcomers builds, another sign emerges: residents’ associations. Their focus is often on remnant parts of the neighbourhood: ‘common’ concerns such as traffic flow, garbage, run-down properties (like the ones up above), and most often the desire to “clean up” the neighbourhood. Every couple of years, these small citizen efforts have emerged. GECO (eerily echoing Michael “Greed is Good” Douglas’ character in Wall Street) is the most recent incarnation, springing out of some of the sentiments expressed in the comments section of BlogTO’s recent article, What ails Little India?.

One of GECO’s members explained to me she thought it was important to have “more diversity” in the neighbourhood commercial strip, that there are “too many sari shops.” Toronto Life described this more diplomatically as “new businesses…revitalizing a dreary stretch of empty storefronts, noodle houses, laundro­mats and hair salons.” Others explain they hope for a Starbucks or “nice” set of restaurants like nearby (upper-income) neighbourhoods have. After all, they say to me, they have paid a lot of money for their homes and they want the neighbourhood to look good. A neighbourhood blog cooed “A few more cool shops on gerrard (sic) and even the Queen Street hipsters will allow us Northerners to be part of Leslieville.” Academics have described this as commercial gentrification. In fact, some have described how Toronto’s “ethnic neighbourhoods” can act as a branding mechanism, in the same way artists do, attracting others and driving up housing prices. It’s a familiar process to those who know Little Italy or Greektown, where many of the original ethnic stores are closing and residents have moved on.

But tolerance for social difference is limited. Another long-time resident, one of the original working-class residents who’d watched these changes with more good humour than I, reported one of new neighbours were discomfited to learn a gay (!) couple lived next door. So he explained to the new couple that good people lived up and down our street.

But the revanchist sentiment has grown.

The final stage of gentrification is when the higher income folk arrive, when the place has been sanctioned as “clean” and “safe.” Cleanliness is defined by such amenities as granite rocks and Japanese maples in the front garden and new windows adorning the home. Safety is not the definition of old, of neighbours knowing when a new neighbourhood child has gotten a tooth or who can be depended upon to hold a spare key for nearby neighbours. Safety is more about beaming spotlights and alarm codes. This final stage concentrates wealth to the point that some researchers call it super-gentrification.

More and more of the neighbourhoods in the old City of Toronto are undergoing this transition. Affordable housing stock is disappearing. The latest move by Toronto Community Housing to sell off single family units means the touted ideal of mixed-income neighbourhoods will be further away. New developments aggravate the problem, filled with homes all in the same high price range, inclusive zoning not yet a practice.

As income inequality is carved into our housing structures, our neighbourhoods suffer. Those who work in neighbourhood shops, filling our coffee orders, or the education assistants in our children’s grade school, won’t live in our neighbourhood, won’t be our neighbours. Our children won’t know difference. This is not Toronto, our motto “Diversity, our strength.”

Driven by individual choice, we are losing a common good.

TDSB budget woes: Education assistants and school superintendents as a “nice-to-have”

My young son hated school when he started it; he hated school so much he ran away frequently. One January morning, wearing no shoes, he ran out straight out the school doors having realized stopping to grab outerwear would slow his escape. His heroic kindergarten education assistant was the one who caught him again.

So when Mike Harris threatened to cut funding for education assistants, I began a long career as a parent activist. My son will graduate from high school next year, and education assistants are being cut once more. (I don’t remember a time when school funding wasn’t being cut.)

In 2012, the Toronto District School Board is looking at another yawning funding gap, one that has now grown to over $100 million a year.

School trustees might choose to face down the current Liberal government, to refuse to implement a funding formula which systematically underfunds high-cost urban areas like Toronto. But the last time the Board did that, it was put under provincial supervision. And nothing changed.

So, instead, trustees are faced with staff layoffs. (Lay-off notices went out this week to over 700 education assistants, school secretaries, high school teachers and other staff, some with almost three decades of work at the Board.)

This will get worse. The first announced wave has moved the Board less than halfway to their budget target. Board staff and committees are looking now for another $60 million to cut.

More staff will fall, and it’s going to get ugly. For instance, senior staff came under ruthless attack at the last Board meeting, the quality of their contribution to the education enterprise being debated, as they sat there behind the trustees. Superintendents are an easy target. If women who chase into a snow storm after a small angry child are a “nice-to-have,” then these senior staff have little chance of showing they are a “must have.”

Really, the debate over central service staff is a mug’s game which the non-profit sector has been playing for years. Funding for core administrative staff pays for people who run the payroll, pay bills, hire staff, keep computers running, conduct health & safety inspections or maintain harassment prevention offices. Core staff are the ones who let others do the work of the organization, whether teaching or serving clients. Yet they are not seen as “mission critical.”

Trustees will be faced with tough choices. This, now, is the time they cannot be parochial or arbitrary in their decisions.

One of the key tools they have at their disposal, then, is one they adopted a few years ago: the Learning Opportunities Index (LOI), which ranks schools according to communities’ needs. The LOI was created because the school board was looking for better criteria to drive resource allocations. Trustees chose, as the framework for its decisions, the principle of equity, the idea that those who are stronger can do with less.

Almost three decades later, during the latest revision, the Board renewed that policy commitment and strengthened it, adopting a policy which said

In order to provide a more equitable distribution of resources, the Learning Opportunities Index shall be used when resources are being allocated to school.. [going on to describe a few exceptions: those where allocations are universal (for all schools), required by legislation and collective agreements, and finally where a better measure of need can be found.]

The LOI has to be used as filter for these discussions of where budget cuts are going to hit.

This is not going to be a popular tactic, but it is in accord to the Board’s own policies and history. It is also a just and judicious approach. As they wrestle with these hard questions, that’s what trustees must hang onto.

Outside the academy: The value of solution-focused community research

This is taken from a speech I gave at a pre-conference workshop on research at the 14th National Metropolis Conference of CERIS where I was asked to speak to the capacity of community agencies to do primary research. I took it as an opportunity to address academics and policy-makers.

As a director of research at a large community agency, I am admittedly a bit biased on this question.

Community-based primary research is good, not because of the much-touted participatory processes it uses, nor because it fulfills some evaluation criteria of funders, or because this research is somehow more “authentic.”

Community-based research is important because it addresses material realities and it seeks real solutions.

This is not to denounce those who do the hard, theoretical thinking that some of these wicked social problems require. But, if we are committed to social change and to wider ideas of justice, then we must address the grounded (and gritty) realities faced by those around us. This is an argument made by Critical Race Theorists, a place I call my intellectual home.

I am tired of research which is simply a walk in the park, describing its surroundings, commenting on it,  and noting perhaps an “oddity” or two. Occasionally, such research deteriorates into awful-izing a situation, describing in it in gory and pornographic detail.

My charge is that community-based research can’t afford to do that. To be honest researchers, we must look for change and find solutions.

“Research fatigue” emerges, I contend, when researchers spend too much time talking, dealing with process, and missing the end game. Community members tire of too much talk.

Admittedly, the field of action research has emerged to address this folly, but the solutions can be too simplistic, missing opportunities to make a change at the individual, program, organizational, sectoral and system levels. Instead, innumerable reports descend into a few “Try harder” recommendations.

To ensure they are accountable to for the use of government and donor dollars, non-profit, community agencies track an enormous amount of data. However, this is usually either administrative data useful for ongoing monitoring or program data for evaluation. Common categories include:

• Clients identifiers (d.o.b., sex, status)
• Client location
• Client concern
• Referral/Intervention
• “Dosage” or program participation
Some follow-up is also made to get a longer term picture of the impact.
This minutiae is a big industry – In our agency, one unit has its 23 staff take every Friday afternoon to do case notes – that time clients cannot access the service but data that is required for multiple managers to check, a director to review, so that it can be sent to funding program officers who later  return to do file audits, to be rolled into — I don’t know — giving us all a strong audit trail.

Good community research has a different flavour. It is:

Inclusive: More likely to include the unusual suspects – theory of creative teams – but not so process-oriented it cannot get to an end goal.

Solution focused: Awful-izing is easy; figuring out how to implement a solution is golden.

Asset-based: Such as the reports on resiliency in children and youth by Doorsteps Neighbourhood Services and Toronto Public Health which found how strongly tied children in “disadvantaged” neighbourhoods are to their families.

Analytical at the structural level: Reports like Social Planning Toronto’s fees and fundraising in school report, David Hulchanski’s work on gentrification in neighbourhoods done in partnership with St. Chris House (often ignored), or any of John Stapleton’s policy work look at the underlying triggers.

Sensitive to complexity: Two of the best recent examples which tried to capture dynamic interplay are the reports produced for the Strong Neighbourhoods Task Force which mapped needs and service levels to determine which neighbourhoods were the most under-served; TDSB census – Grades + SES + Experiential/self-report

Unpredictable:  The recent TWIG report on the new hour-glass shaped labour force created a new frame with which to think about poverty and inequality.

Outside the box:  United Way of Toronto produced two reports within two years of each other on the topic of neighbourhood poverty. Only the keenest among you have heard about Decade of Decline. But two years later, in 2004, Poverty by Postal Code made huge waves. The difference? GIS had evolved enough that maps could be produced, showing the same data visually.

This is work that can and is done by community agencies. I am proud of the theory-driven, knowledge transfer model we used in the Toronto East LIP. Over the past two years, we were able to:

• Map local services (in details beyond 211 Toronto)
• Map staff languages
• Map the social networks among partnership members
• Map levels of agency coordination and the gaps
• Map settlement pathways for immigrants and refugees
• Develop Toolkits for English Conversation Circles
• Develop Toolkits for grant-writing
• Produce information  sheets on private career college accreditation
• Produce fact sheets on frauds/scams Canadian newcomers may face
• Report local labour market information
• Begin to test the merits of place-based delivery of services ( community hubs) vs. outreach
• Set the groundwork for child care cooperatives and other parent supports
• Collaborate with grassroots groups and agencies to launch a report measuring the scope of the local underground economy
I think we proved community research can be both solid and solution-focused.

New Stats Can study: Youth crime patterns in Toronto neighbourhoods

I once showed a map of Toronto’s 2005 summer of shootings to a sociologist at the University of Hawaii and, without ever having visited our city, she was able to point out the main commercial districts, transit lines and low-income areas. These are the areas where urban crime cluster, she explained.

Perhaps easily apparent, the patterns are always more interesting at a more granular level of detail.  So a new Statistics Canada report from the Crime and Justice Research Paper Series. has again given Torontonians another glimpse into criminal activity in our city. This time, author Mathieu Charron has focused on youth crime in Toronto. (His earlier 2009 paper on Toronto looked at broader patterns of crime.)

About 175,000 youth, aged 12 — 17, lived in the City of Toronto in 2006, the year which Charron used for his analysis. Using census tracts as a proxy for neighbourhoods, Charron looks at the geographic distribution of youth crime, and the characteristics of the places associated with it. He maps all police-reported incidents which involve a youth.

As anticipated, his maps show concentrations of youth crime along transit lines, in commercial areas, and then less frequently, around schools. But the study also finds some other interesting and confirming patterns:

  • About 1/3 of reported youth crime occurs in outdoors public spaces, and another third in commercial establishments. School properties accounted for the location of 12% of other reported incidents (2/3 occurring during supervised school activities). Public areas and local residences surrounding schools do not necessarily experience more youth crime, although local businesses do.
  • Neighbourhoods with lower mobility (i.e. residents more likely to have lived there for five years or more) experience less crime. Charron suggests more stable social networks may be part of the explanation for this.  And, as shown in other studies, neighbourhoods with higher levels of immigration are also less likely to experience some forms of youth crime. Family cohesion is usually seen as a contributing factor.
  • Neighbourhoods with more access to resources also are less likely to see youth accused of crime.
  • Central Toronto neighbourhoods (i.e. easily accessible) are more likely to experience youth crime in public areas.
  • Youth are more likely to be accused of a crime when they live in neighbourhoods with high adult crime rates, or higher residential mobility (people move homes more frequently) or where residents are economically vulnerable (low-income areas). Here, Charron cites other studies which attribute low levels of social control and/or exposure to violence as important contributing factors.
  • The characteristics of a youth’s home neighbourhood are more likely to predict whether youth become involved with the criminal justice system than the locations of where crimes take place. (Does that mean there are bad neighbourhoods? No, just vulnerable ones, with fewer resources.) This may be related to another of the study’s findings, that youth are more likely commit crimes outside their own residential neighbourhoods.

The most frequent sites of youth crime in 2006 were in commercial establishments, largely because of high traffic and opportunity. Property crime, especially shoplifting, accounted for 3 ⁄ 4 of the reported incidents. The maps Charron includes appear to confirm concentrations around shopping malls. The biggest apparent hotspot was Scarborough Town Centre with more than 250 incidents per square kilometre. Other crime hotspots (east to west) appear to be Yorkdale Shopping Mall, Dufferin Mall. Eaton Centre, Laird/Eglinton or Thorncliffe area, Cedarbrae Mall and Malvern Town Centre. These all showed rates between fifty to two hundred and fifty reported incidents. Outside of these large commercial centres, Charron found neighbourhood establishments, such as convenience stores and restaurants, were also vulnerable. Charron found a strong overlap between commercial areas which reported youth crime and adult crime, although youth were more likely to be involved in outlying neighbourhoods in the city.

In his next area of focus, outdoor public spaces, Charron found the prevalence of youth crime was much smaller, by a dimension of 25 to one (The upper range of outdoor events was only 10 incidences per square kilometre). As our Honolulu sociologist predicted, reported incidents were concentrated along transit and subway lines, in lower-income areas and near commercial areas. Charron also found some support for the “bored teenager syndrome,” that the number of reported crimes were higher in neighbourhoods with a higher number of youth, including central areas of the city where youth tend to gather and where household incomes are higher. Subway and other natural gathering points also attracted higher crime levels. The highest areas, reporting more than ten incidents per square kilometre, were around the University of Toronto, the Yonge Street downtown south of Yonge, Yonge and Finch, around Donlands and Danforth and the surrounding area (where five high schools are concentrated). Smaller problem pockets were found at Jane, south of Finch, the Mount Dennis area, Mount Pleasant and Eglinton (another high school), Pape Village, Greenwood Park, Kennedy subway station and its environs, and the Kingston Road and Morningside area.

The final location Charron examined are crimes which were reported to have happened in private residences. Largely concentrated in neighbourhoods with average employment incomes below $50,000 ⁄ year, the geographic pattern mimicked that of outdoor crime, especially outside the central part of the city. Charron found that crimes which occurred in houses were more likely to be property crimes, such as breaking and entering, theft and mischief. Crimes which occurred in apartments and other dwelling units were more likely to be violent offences. Residential crime was less likely to occur where there was a higher proportion of recent Canadian immigrants, where there are fewer youth or lower adult crime, or where local residents have access to more resources.

Charron concludes though by saying that neighbourhood characteristics, such as economic vulnerability, have less of an effect on youth crime than they do on adult crime — perhaps speaking to the early resiliency of youth.

A cohesive vision of how to measure the strength of local community services

In a timely piece of research, given the current budget debates at the municipal level, St. Michael’s Centre for Research on Inner City Health (CRICH) released a report titled Community Service System in Toronto neighbourhoods: What should the City pay attention to?

The report concluded “Torontonians want the Community Service System to offer programs that are accessible, available and well funded.”

The CRICH research centre asked Torontonians to respond to the question

“If the City of Toronto wants to know if the Community Service System is working well in a neighbourhood, one thing it should pay attention to is…”

Eight key areas were identified as important to take into consideration when measuring if community services were working well at a local level:

  • Accessibility & Availability (9 ideas)
  • Supporting Civic & Social Engagement (ideas)
  • Collaboration & Evaluation (ideas)
  • Funding (ideas)
  • Meeting Residents’ Needs (ideas)
  • Improving Social Outcomes (ideas)
  • Resident  Involvement (ideas)
  • Staff and Volunteers (ideas)

Sessions were held across the city. Funders and non-profits were also asked to provide input in separate sessions from city residents. Groups for additional languages and youth were also set up.

In follow-up sessions, the researchers asked participants to rank the importance of the identified areas.

Locally available services came out on top (only being beaten out by funding when community organizations responded).

Comparisons of the results across groups are interesting. The researchers did further analysis of the responses and found little difference in the responses between men  and women, between native English speakers and those who speak it as a foreign language, residents and staff at community agencies, people who use community services and those who don’t.

However, depending on one’s connection to community agencies, some interesting differences emerged when identifying what’s important to measuring the health of the community service system. So while residents, community organizations, and funders each identified the same issues as priorities, they placed them in different orders.

City residents identified the most important ideas as Accessibility & Availability, Funding, and Resident Involvement (almost tied to Collaboration and Evaluation); The top three ideas identified by community organizations were Funding, Accessibility & Availability, and Collaboration & Evaluation (almost tied with Resident Involvement; Funders identified Accessibility & Availability, Resident Involvement and Collaboration & Evaluation as their top three areas.

Still the cohesion and strength of the research results affirm the importance Torontonians attach to community services that are available and stable.

Now that the CRICH report has been done, city staff will use it to build a strong neighbourhood-level measurement system.

The complex origins of vacant and abandoned homes in a neighbourhood

Recent lessons from the housing crash in the United States described families simply walking away from their homes, leaving their front doors unlocked, because they couldn’t afford to carry their mortgages anymore. Financial abandonment is one of the starkest reasons residences are left untended.

However, like most things, it’s always more complicated. Just how empty and derelict does a building have to be to be abandoned? The octogenarian who lives only in two rooms of her house, having sealed off the rest, still holds domain over it all. But what if she was hospitalized? And then sent to long-term care? And then failed to pay her taxes?

In my neighbourhood, I can think of eight homes that, depending on the definition used, are vacant or abandoned. None of them, that I know of, are haunted or marijuana grow-ops:

  • After a fire started by a basement tenant put one family out of their new and hard-earned home, their re-building was abandoned because of lack of funds and the complexity of (re-)building without a contractor.  That’s been about ten years now since they lost their dream.
  • Another house on the same street also suffered a fire. The house attached to it also suffered damage. Neither household had insurance to re-build. It took two or three years for the first home to be sold to a speculator, who hired cheaply, and then sold it with fresh paint and pot lights “as is.” The family moved out of the attached house, and the landlord rented to a poorer tenants less able to complain.
  • There are three other homes in the neighbourhood where elderly residents have moved to homes for the aged, none of them interested in selling. One of these homes has been empty for over twenty years, the other fledges various young family members every few years, and the third has rats for inhabitants.
  • Another family home in the neighbourhood was sold to the owner’s brother who had no interest in living in it nor in renting it out. It has sat, preserving the family capital, for a quarter century.
  • Another home was bought by a resident in the adjoining house, so as he could enjoy some peace, but the cost of re-zoning the properties to make them a single home is too prohibitive. So, officially, that home is empty.
  • A final house in my neighbourhood acts as a storage locker for a couple who live across the street from it. Vans are unloaded into and out of the house but no one lives there. Census-takers knock futilely every five years. (Another neighbour tells me of a similar house a few streets away which someone else uses to keep their cats and dogs housed – and yes, it smells.)
When this was a working-class neighbourhood, houses were cheap, and few took note of these alternate uses. This was long before housing prices climbed, when only affordable housing activists and a few academics saw such rough, unused gems as valuable housing stock.
In 2008, the Parkdale Activity Recreation Centre (PARC), an activist group called Abandonment Issues and York University’s City Centre partnered to look at cycles of reinvestment and disinvestment in the Toronto area. They explored the housing cycles that happen as neighbourhoods are abandoned and then “discovered” again, creating a small building boon of condos and flow of capital. Some good pressure was raised over the issue but not much changed on the legislative front.
Nowadays neighbours are more likely to talk about the property values of these half million dollars homes left derelict or vacant.
In response to the idea of impact on local property values and the loss of additional housing stock as shortages grow, some other municipalities have adopted “Use it or Lose it” laws.
The City of Toronto’s Affordable Housing Office may, too, be exploring the issues these vacant and abandoned homes create. That’s good news if it doesn’t just provide new fodder for housing speculators.
