My neighbour, Jeffrey Baldwin

If I peek through the branches out my son’s bedroom, I can see the room where Jeffrey Baldwin lived, and died, he, the five-year-old who died from neglect, in my backyard.

At that time, when he lived, my children were close to his age, and I knew some of the hardships of this community and of our school. I remember the mother who asked me for $2 so her child could enjoy the school’s hot dog lunch. I remember the girl who carried the last bits of a bag of corn flakes to school for her lunch. I remember the boy who didn’t go to school because he had no winter coat until he got a hand-me-down — how he danced along the block then in that ugly corduroy coat! And I remember the kindergarten child whose mother was always ‘sleeping’ as she wandered our street, joining snack time on our porch.

But I don’t remember Jeffrey Baldwin, who also lived here in my neighbourhood. Instead, I vaguely remember the noisy crowd of adults that sat on his porch (one of them, Jeffrey’s aunt, trained in Early Childhood Education — another shocker).

Later, I learned that Jeffrey’s sisters were at the same grade school my children were, although, in different grades. We would all have gone to the same school concerts or gathered together out in the playground. Each day, Jeffrey’s sisters would have munched on the same daily offering of muffins or yogurt and carrots or apples from the small kitchen on the main floor where volunteers chopped and baked for the snack program.

At the inquest into Jeffrey’s death, a pediatric nutritionist said that this classroom food program probably saved Jeffrey’s sister; she too was targeted, neglected by her grandparents, but, unlike Jeffrey, she was ‘allowed’ to go to school, and so she ate.

I remember the snack program donation envelopes carried home in my son’s backpack each month. And I remember the hunt to fill it with the requested $20 donation each time. Times were lean in our household, but I knew some of my neighbours had it worse than we did so I felt that obligation.

Now, years later, having heard how the snack program had sustained Jeffrey’s sister, I sobbed aloud. I hadn’t understood the role of those scrounged pennies. “One doesn’t know,” I said to myself, “what makes a difference.”

I think Jeffrey’s awful death has stuck with me, not only because of the revulsion we all feel, but also, more personally, as a neighbour who failed him.

I remember a part of the murder trial for Jeffery’s grandparents, the testimony from another neighbour, who described how one day, Jeffrey’s grandmother asked her if she would take Jeffrey, then still a baby. She considered, but refused, having no way to know the atrocity to come.

‘We didn’t know’ seems an awful, sorry excuse. Bitter lessons.

In the closing days of the inquest into Jeffrey long neglect and death, Irwin Elman, the provincial children’s advocate said  “We expect and demand more. More from the child welfare system, more from the educational system, more from the neighbours, and more from the family who stood by and watched Jeffrey starve and die…We can do better.”

Elman’s right.

What neighbourhood-based solutions would have helped?  Better snacks? Better registration and attendance records at school? The parent-child drop-in where I found solace? Neighbourliness (what sociologists describe as stronger social connections and reciprocity)? More ‘eyes on the street’? Even, just more old-fashioned nosiness? Those questions continue to gnaw at me.

Some of the answers lie in the formal and informal networks of a neighbourhood. Perhaps, the inquest’s results will tell us more.

For now, a new family, full of kids, lives in Jeffrey’s house. They know the sad history of it, but, as another neighbour explained to me, they are re-writing it, making it better this time.

We all must.

TDSB Census 2011 highlights student isolation

The most recent TDSB census of parents and students shows improvements where the school board has influence, such as including students’ experience, welcoming parents into schools, or creating an environment where students feel safe. This part is a good news story that shows that concentrated educational efforts can make a difference.

However, as media reports have highlighted earlier, students are also feeling more stressed. The census results also show that physical health and nutrition drop in higher grades. Similarly, students are more likely to report being tired, having headaches, or being less happy in higher grades.

One-third of students don’t want to go to school, regardless of their age.

Students are also less likely to report having at least one adult whom they “feel comfortable to go to for personal support, advice or help.”
  • 34% of Grade 7/8 and 46% of high school students said they have no adult in whom they could confide.
  • 34% of Grade 7/8 and 31% of high school students said they had one adult in whom they could confide.
  • 31% of Grade 7/8 and 23% of high school students said they had more than one adult in whom they could confide.

Students report being less comfortable participating in class, especially those in high school.

According to the census, overwhelmingly students feel safe in class, but do report feeling less safe in other parts of the school building or outside on the grounds.

These are startling initial numbers. The impulse will be to psychologize the results, to describe the deficits in TDSB students and in their families. However, I want to suggest an alternative.

The social science of sociology might shed better light on how to support students to succeed: When students feel they belong in their schools, they will thrive. Foresightedly, some Board staff and trustees are already taking some good first steps and so have struck a working group to look more closely at the issue of how school relations shape better learning.

While the comparisons have not yet been explicitly made, this committee might start with the widening demographic gap between teacher and students. Increasingly divided by age, culture and socioeconomic class, students have a pretty good reason to feel disconnected from the adults in their schools. It’s up to the adults to fix that.

Crime & Difference: What I want to say to our new local Toronto Police superintendent

“Toronto crime” is the the top search term that lands people on my blog, a blog about neighbourhoods and how we live together in community. However, as Mazlow’s hierarchy of need describes and, as our new local police superintendent must know, safety is the basis of all else.

Crime, and the threat of it, is why we pack high school auditoriums and why we write worried letters-to-the-editor. Whether our reaction is to lock ourselves behind double-deadbolted doors or to set up Neighbourhood Watches, these  are the ways we seek to protect ourselves and that which we love.

Last summer I attended a nearby community meeting with the local crime prevention officer. The attendees, many of my better-off neighbours, fretted about activity in the back alleyways, apparent drug activity at some homes, and people with substance abuse problems wandering by on neighbourhood sidewalks. None of these made the neighbourhood very family-friendly, so this focus wasn’t unfounded.

This is a neighbourhood where a substantial number of its residents have had some involvement with the criminal justice system, and the local police station has shown that targeting the few “bad apples” can drive down crime. Combing through a map of incarcerated individuals from a 2009 Toronto Star investigation, I found this part of the east end ranked on par with a few of the city’s better-known priority neighbourhood areas (see More below).

My own son, like many of my friends’ sons, had been mugged. It’s almost a neighbourhood rite of passage, disrupted once when a group of young men broke with orthodoxy and confronted a local mother demanding she turn over cash. For my son, though, it ended well. Older boys intervened and one of them, recognizing the aggressors, talked them into returning the stolen money. (Honour among thieves, indeed! I loved this story, when I finally heard it, because of the two degrees of separation and the power of social networks and social norms.)

I sat listening for a while, sympathetic to these women, protective too of their broods.

But now my son, the teenager I love, has grown. He is taller than me with a bristly haircut, a loping walk, and arms he’ll flex at the merest provocation. He looks, admittedly, a bit scary to some. And, as a mixed-race kid, he doesn’t carry the skin privilege I do.

Were they talking about him? A few assured me afterwards they didn’t mean him, of course, that they knew he was a good kid. But that’s small comfort. He has already been stopped by the Police, and I know the police won’t be asking my neighbours to vouch for him.

So our crime prevention meeting abruptly became nerve-wracking. Suddenly we weren’t talking about criminal activity. We were talking about how people looked, or dressed, or ambled around the neighbourhood. We were ready to call the police when someone, muttering to themselves or holding “too much” cash, walked by our porch. This, in a former working class neighbourhood, still with a group home, a rooming house, public housing, and scattered supportive units for people with mental health challenges?

Were we talking about enforcement over community-building? To sanction over supports?

Perhaps if we are scared enough, I heard.

This is the nub of the challenge our new superintendent will face: the tensions that arise among those who are different from each other, among those who do not have an easy understanding of each other and a code of behaviour to smooth things over.

It will take a sharp mind and a good heart to negotiate these waters, but I’m sure she’s up for the job of catching criminals, of resolving local disputes, and, as they say, of knowing the difference between the two.

Resilient neighbourhood economies in an age of austerity: No big lessons

Ten years ago or thereabouts, the U. K. government undertook an ambitious program of neighbourhood renewal focused on 2,000 British communities. A decade later, independent evaluations are “somewhat positive,” according to  Geoff Mulgan, Chief Executive of the National Endowment for Science Technology and the Arts (NESTA) and former CEO of the Young Foundation. Recent efforts have been trying, in a way, to put right mistakes of the ’70s and ’80s, when richer people moved into re-habituated buildings, Mulgan told a group of Toronto community funders and organizations at a meeting organized by the Metcalf Foundation earlier this month.

“Big strategies won’t work, there are no silver bullets. Lots of small initiatives work best,” Mulgan said. Instead, he elaborated, the focus should be on schools, social capital, job opportunities, and simply getting money to circulate within neighbourhoods, creating a multiplier effect, and, the current times of austerity mean agencies and funders are looking for an impact in new and interesting ways.

Mulgan also challenged old-time thinking about taking projects “to scale” (growth), saying funders and agencies would do better to look at replication (spread). While Mulgan was arguing that small is beautiful, it goes against the push from many funders for mergers.

To prove his point about the need for multiple, smaller inventions, Mulgan offered a top ten social innovations from his own work on these issues:

  1. Last year, the Young Foundation looked at Birmingham to see what makes a city resilient. It compared low-income communities with similar demographics and their social networks. Communities which were more diverse were doing better than those with two or three dominant groups — different than what researchers expected.
  2. The Young Foundation also created a program which taught resiliency to 11-year-old in schools, focusing on those who in stressed communities. Results showed lower levels of depression and better schooling. The new finding was that resiliency could be taught.
  3. Deciding that the focus on improving schools was not enough because even the best schools have high rates of truancy and drop-outs, the Foundation developed a new form of schooling, a “studio school” where learning occurred through practical team-based projects. The move away from abstract pedagogy led to better student motivation and was particularly effective with students from low-income families. Piloted in Blackpool, the government is now using the model across the country.
  4. Young, Somali female colleagues convinced Mulgan to develop the Uprising program for 18 – 25 year olds.  Participants have to run a community campaign which is then connected to national level. Three years later it is now spread in neighbourhoods across eight cities. Mulgan noted that recruiting men and White people has been a challenge. This program sounds like very much like Toronto’s Diversecity.
  5. Mulgan explained his fifth example was important as money was disappearing. His organization, NESTA is very involved in time banks. Within Toronto, Timeraisers has used this as a model for volunteering among those who want to bid on art, but Mulgan described a model that acted more as a parallel economy in low-income communities. Bartering, he explained, is useful in communities without much access to resources and money. Linking the program to local institutions, such as housing or schools, local residents earn credits which they can then “spend” among themselves.
  6. Mulgan and his colleagues became concerned about the high number of young people with advanced university degrees who were having difficulty access jobs.  So they set up “finishing schools” which offered intensive training in everything from voice coaching to self-knowledge. Employment rates doubled. While this might not work in Toronto which has less of class stratification, the approach to explicit teaching of social/cultural skills and mentoring are valuable, Mulgan explained.
  7. NESTA  found that buildings and physical plants are not enough for non-profits, but that they needed media platforms as well. In contrast to “big media,” hyper-local media platforms emerged, attached to community organizations or secondary schools (where youth supported the work) within communities, creating hubs for economic and social exchange. Mulgan predicted these would be widespread within ten years.
  8. Urban farming, connected to local schools offers opportunities for apprenticeships and entrepreneurialism. Mulgan gave the example of one Australian school where students raised fish, learning biology, and then sold them door-to-door. Mulgan described pockets of land transformed from “boring grass” to fruit trees.
  9. In their work with Muslim youth, the youth identified the need for advice on daily matters that was Koranically-correct. So the website Maslaha, meaning”Public Interest,” was created. A group of Imams offers this “real-world” advice, helping youth straddle between secularism and Islamists, offering on-line advice on issues ranging from speed-dating to diabetes.
  10. Attempts at measuring resiliency through the development of a new tool: Wellbeing and Resilient Measurement (WARM). Community and individual levels, covering a range of topics from employment, happiness and readiness for the future. Started in Birmingham, this is being piloted in a few other European countries as well. The tool creates space for discussions about local priorities.

Ever pushing boundaries, Mulgan lobbed a final idea when responding to questions from the audience. Too much time is taken up for non-profit staff writing reports which often don’t get read when they are sent in. If funders, want to have a real impact, and ensure truth and transparency, program reports should be done by blogging.

Gentrification signifiers: A story of one neighbourhood

When two grandmothers stopped on my street recently to tell me their adult children had bought a nearby house, I didn’t tell them why the young family who lived there was moving out. They had moved in with high hopes to this same freshly-painted and pot-lighted house, ignoring the “as is” in the stipulations. The house had undergone a quick flip from a man who bought it after a house fire burned out the tenants who lived there. The house attached to them had also suffered fire damage, but those tenants, renting rooms, stayed on in a more deteriorated house.

And then last summer, it got bad. A man with a violent criminal history moved in — and took over. We neighbours sat on our porches and watched the drug deals and solicitation. It had happened before on the street. The normal knock-and-run behaviour of drug buyers played out along the sidewalks where kids pedaled past on their bikes, part of the ballet that Jane Jacobs described. But this time, it was scarier.

Physical fights became the norm, and the local men became protective, taking to long smokes at the ends of their porches. The police raided the house almost weekly through those hot months. By-law officers arrived and spent three days carting refuse away. The landlord, a former neighbour, was rumoured to be incapacitated, unable to intervene or maintain control. Then, too late, a woman died there of an overdose. The house was padlocked and put up for sale.

I couldn’t tell all this to the cheery women I met. But I recognized their story — their children had got “such a good deal!” But I did recognize this stage of gentrification – the grown children had moved eastward, having rented in Kensington Market – and had  been not able to afford a home closer to the downtown core.

When neighbourhoods shift from working class neighbourhoods to higher income ones, several signs and stages are notable.

First arrivals were people like me, my partner and our new baby. We had some family connections to the community, but while comfortable here in the neighbourhood, we were no longer working class. Higher education had boosted our personal prospects. So, our arrival acted as a signal, that the neighbourhood was “safe.”

Others like us soon came, and the occupations of my neighbours switched from taxi drivers, factory workers, and train conductors, to book editors, teachers, and non-profit workers. Single women thronged to the neighbourhood’s small houses, and young families used the low housing prices as a launching pad until they could afford a larger place. Homes which had housed multiple children (and sometimes a couple of families) were converted to single households. Population density dropped, and racial diversity paled. As housing prices rose, residents told each other this neighbourhood was “arriving.” (One elderly neighbour, disbelieving the rising house prices, chortled to me, “Diane, we’re quarter millionaires,” as housing prices rose over $200,000 for a 12.5 feet wide lots.)

Next, come the speculators. Housing flips are common in the neighbourhood now. Another couple, lured by granite counter tops and a street-front entrance, all at the price of a condo, has moved in across from us, but lawsuits have ensued as the rotted timber covered by the new drywall had been discovered. Our neighbourhood had become a bit of a destination point.

As a critical mass of newcomers builds, another sign emerges: residents’ associations. Their focus is often on remnant parts of the neighbourhood: ‘common’ concerns such as traffic flow, garbage, run-down properties (like the ones up above), and most often the desire to “clean up” the neighbourhood. Every couple of years, these small citizen efforts have emerged. GECO (eerily echoing Michael “Greed is Good” Douglas’ character in Wall Street) is the most recent incarnation, springing out of some of the sentiments expressed in the comments section of BlogTO’s recent article, What ails Little India?.

One of GECO’s members explained to me she thought it was important to have “more diversity” in the neighbourhood commercial strip, that there are “too many sari shops.” Toronto Life described this more diplomatically as “new businesses…revitalizing a dreary stretch of empty storefronts, noodle houses, laundro­mats and hair salons.” Others explain they hope for a Starbucks or “nice” set of restaurants like nearby (upper-income) neighbourhoods have. After all, they say to me, they have paid a lot of money for their homes and they want the neighbourhood to look good. A neighbourhood blog cooed “A few more cool shops on gerrard (sic) and even the Queen Street hipsters will allow us Northerners to be part of Leslieville.” Academics have described this as commercial gentrification. In fact, some have described how Toronto’s “ethnic neighbourhoods” can act as a branding mechanism, in the same way artists do, attracting others and driving up housing prices. It’s a familiar process to those who know Little Italy or Greektown, where many of the original ethnic stores are closing and residents have moved on.

But tolerance for social difference is limited. Another long-time resident, one of the original working-class residents who’d watched these changes with more good humour than I, reported one of new neighbours were discomfited to learn a gay (!) couple lived next door. So he explained to the new couple that good people lived up and down our street.

But the revanchist sentiment has grown.

The final stage of gentrification is when the higher income folk arrive, when the place has been sanctioned as “clean” and “safe.” Cleanliness is defined by such amenities as granite rocks and Japanese maples in the front garden and new windows adorning the home. Safety is not the definition of old, of neighbours knowing when a new neighbourhood child has gotten a tooth or who can be depended upon to hold a spare key for nearby neighbours. Safety is more about beaming spotlights and alarm codes. This final stage concentrates wealth to the point that some researchers call it super-gentrification.

More and more of the neighbourhoods in the old City of Toronto are undergoing this transition. Affordable housing stock is disappearing. The latest move by Toronto Community Housing to sell off single family units means the touted ideal of mixed-income neighbourhoods will be further away. New developments aggravate the problem, filled with homes all in the same high price range, inclusive zoning not yet a practice.

As income inequality is carved into our housing structures, our neighbourhoods suffer. Those who work in neighbourhood shops, filling our coffee orders, or the education assistants in our children’s grade school, won’t live in our neighbourhood, won’t be our neighbours. Our children won’t know difference. This is not Toronto, our motto “Diversity, our strength.”

Driven by individual choice, we are losing a common good.

Community Hubs in Toronto

Last summer, Prince Charles announced the Pub is a Hub program had spread to over 400 English villages. Offering community services in the unused rooms, the program expects to save the institution of the hub and alleviate some of the needs of rural communities.

HRH explained,

The key is to identify what is needed in each community and meet that need using spare rooms or land at the local pub, whether it is a shop, playground, meals for the elderly or even allotments [community gardens]. There are so many benefits.

Community hubs serve three important functions in neighbourhoods:

  1. Services: A wide range to meet local need, providing wrap-a-round to a client’s multiple needs.
  2. Space: An accessible, neutral place for local residents
  3. Synergy: A critical mass of services which improves access and delivery to residents, and which creates the opportunity to strengthen social networks

It’s what neighbourhood centres have known and practiced for a long time: Respond to local need, build community.

Jane Jacobs (another timely reference with Jane’s Walks days away), explained that community hubs are

always where there’s a crossing or a convergence. You can’t stop a hub from developing in such a place. You can’t make it develop if you don’t have such a place.

In Toronto, community hubs are popping up in schools, in strip malls, street corners and libraries. The City government has incubators for business, fashion and food;United Way Toronto has thirteen in development or launched; the Toronto District School Board is launching Full Use Schools alongside its broader Community Use of Schools initiative; and community groups ranging from Artscape creating community art spaces to church congregations looking for new uses for old buildings are exploring the concept of creating neighbourhood spaces.

This week, the Intergovernmental Committee on Economic and Labour Force Development (ICE Committee) released a summary report  and profiles I wrote cataloguing these many initiatives. It’s just an overview but should create the opportunity for more discussions.

Saunders: The important functions of receiver communities (and how we get in the way)

Doug Saunders, author of Arrival City, spoke last week to the School of Public Policy and Governance at University of Toronto’s Munk Centre. His presentation flowed over description of the functions of communities which act as the first landing zones for urban migrants, describing the ambitions.

Arrival city neighbourhoods, or what are sometimes called receiver communities, are often found at the end of a transit line or in some other inaccessible corner of a city.  There, often a cluster of people from a similar place or the same village will have settled. In whichever urban area they are found, these are places of social mobility and change or they are places of failed dreams.

Having just returned from the Libya-Tunisian border for the lecture and book tour, Saunders began with “the Arrival City at the centre of the Arab Revolutions,” the neighbourhood of Bulaq in Cairo. It’s a place, he said, most people from Cairo would avoid. This was, though, the first neighbourhood into Tahrir Square for the rebellion against Mubarek. It had a history of such movements. Bulaq was a neighbourhood which, cut off from opportunities in the main parts of the city, had developed its own middle class, one which collided with the established Cairo middle class. It was, Saunders explained, a place of thwarted ambitions.

These receiver communities are found in the west, and the east, and the south, Saunder explained, like the French banlieux today at the edge of the capital; South Central Los Angeles, where the Hispanic residents have settled and invested in their new neighbourhoods; and Dhaka”s “place of the fallen” where the city’s “housecleaners, servants and prostitutes,” who serve the middle class, live. There are more, he said, like the “arrived overnight” neighbourhoods of Turkey, Brazilian favelas, and the neighbourhoods in Iran which fomented the 1979 rebellion. Saunders even described the historical neighbourhoods of 1789 Paris, where French villagers had settled, pushed there from the subsistence farming they had left behind, tipped quickly into early support of the French Revolution.

Receiver communities vary in their stability, but the trend of migration to urban areas is international.

Citing Professor Ronald Skeldon‘s work, Saunders explained how migration from rural to urban areas evolves from a rural family with an urban income source inevitably, although not always linearly, towards an urban family with rural roots. Education, he explained, is a key to this transformation.

It’s a mistake to see these places as static, as places which support a vital settlement function, Saunders said.

The state, Saunders explains, began to invest in these neighbourhoods after 1848 and into the 20th century. However, their role as places of transition is misunderstood, governments may interrupt or even damage their core functions.

We must think of these places as sets of functions rather than simply as locations, as places which, if they work well

  • foster networks, and act
  • as rural development support systems
  • as integration mechanisms,
  • as urban entry platforms,
  • as a social mobility channels, for the creation and distribution of social capital.

Within Toronto, Saunders has profiled Thorncliffe Park, but Parkdale, Crescent Town, Rexdale, or Scarborough Village could also all stand in. At one point, Kensington Market, or the Danforth, or Little Italy all served these functions, providing a landing place for city newcomers and now where social mobility has transformed them into desirable neighbourhoods. They are places where newcomers are able to get a foothold, and if it function correctly, connect to the rest of our city.

The drive for success is something North Americans, as the children of immigrants understand.

Saunders cited an example of how people from the same Turkish villages settled in Berlin and London and Istanbul with very different outcomes, because each of these areas offered different possibilities for integration. Understanding these complex dynamics can be challenging. Unlike the simplicity offered in a Millennial Village, it is harder to track the educational outcomes or the impact of remittances.

If an arrival city fails, isolation occurs.Rebellion bubbles up, informal economies thrive, and, as things worsen, crime, gangs and poverty emerge out of the “impediments to the natural ambitions” of these places. Protective conservatism can emerge, explaining how some immigrant communities are more conservative than the source villages from which residents emigrated. In another example, Saunders showed the audience pictures of a Dutch neighbourhood. Immigrants had settled here away from the city core, in low-rise apartments, where “it was easier to communicate with North Africa than with other Amsterdam residents.”

“It was a bottom rung, without the next two rungs,” Saunders said. So the grassy verges were converted, and the bottom floors of apartment buildings became retail and industrial working spaces. Densities were increased. It looked a lot like Spadina Avenue or New York’s Lower East Side, he explained. Regulations were pushed aside, and now they have become places where the rungs are visible, places which are succeeding. This Dutch neighbourhood has even created its own community police force, which includes a truancy patrol, unheard-of in laxer parts of the city.

Saunders warns that we are doing arrival cities wrong around the world. We need to do a few things to make sure these places work, he said:

  1. Start with the physical structures. As Jane Jacobs said, get planners and government out of the way of residents. Link these centres to other places. Transit is key to accesing the main city’s labour market, customers, and educational opportunities. Street lighting and home addresses raise property values (something residents monitor, he said, as closely as your average Torontonian obsesses over house values).
  2. Removing “bureaucratic” barriers is also key. Requirements for licensing hinder the emergence of small businesses. (The recent GTA Summit Alliance heard that 19 separate licenses and permits are required in Toronto to open a bakery.) Bureaucratic racism also hurts these communities. Black American settlements in northern states, for instance, had highways landed in the middle of their arrival cities.
  3. Citizenship barriers must also be lowered, not simply at the national level, but within the city. Postal code racism by employers is well-documented. If a large population of people sees no pathway to full citizenship, than they will see no reason to buy a house, to pay taxes, to send their children to higher education, because they see no future. Instead, newcomers will find a way to survive outside these structures, and sometimes outside the law. Countries, like Canada, have to be “very, very careful,” with reliance on temporary, foreign workers who cannot access full citizenship, Saunders warned.

Saunders concluded saying each of these have to be done in concert. No matter if it seems costly, Saunders said. Building the infrastructure to support them, including such basics as childcare, will save greater expenses later.

Arrival cities have the potential to be the next middle class or to be a continual source of problems.

His analysis and solutions, Saunders acknowledged, would be unsatisfactory to those people seeking a market solution and, also, to those looking to state actors to solve societal problems. It is, probably, why his solutions will work.

Community Partnership Strategy: Community Space

This is a long-delayed follow-up to some earlier posts on the City of Toronto’s Community Partnership Strategy which is currently under development and will measure community resources in neighbourhoods across the city.

Bonnie Green writes in the recent issue of the Agora Foundation’s The Philanthropist about the tale of two non-profit organizations in search of program space in their local communities. The article, Creating Social Space in the New Urban Landscape, captures the challenge many non-profit organizations and neighbourhoods face: a lack of community space.

Good neighbourhoods need more than services; they need the space to deliver these community programs and places where community can gather. Much of the challenge of delivering service in Toronto’s “inner suburbs” has been one of carving program space out of basements and strip malls in order to bring community services to local residents. These community spaces are the places where literacy and health programs are found, where sports leagues and seniors’ groups run, where we can access the services we need or where we organize and work with others, from and for our communities.

Good neighbourhoods also need places where neighbours can meet each other, spaces like front porches, school yards and parks, corner stores, coffee shops, places of worship, recreation centres, school yards, dog runs, and even sidewalks. These are the spaces where we can go, outside of our homes and work, where we can meet each other on neutral territory.

Academics describe both these kinds of community gathering spots as third places, and maintain that they are vital to the social fabric of a neighbourhood.

If you aren’t motivated to leave home or your workplace, chances are you don’t live around too many successful third places.

So, it makes great sense that the City of Toronto’s Community Partnership Strategy (CSP) proposes to use these third places as an indicator of the strength of the community support system within a city neighbourhood, combining it with two other structural components: the presence of community organizations, and funding.

The CSP’s definition of community space will measure “space for residents, informal groups, community-based organizations; meetings, programs, administration; multi-purpose [and] dedicated space.”

Two types of  measurable spaces have been identified: community meeting space, which allows informal and grassroots interactions, and community program space, which is more likely to be booked and permitted for service delivery.

Similar to the work of the Strong Neighbourhoods Taskforce, the measure could also include the percentage of the population with one kilometre of meeting space, such as in libraries, recreation centres, and community-based organizations.

However, the CSP is more than an inventory of local resources. In consultation with community, city staff are exploring the “when is enough, enough” question to answer what benchmarks would work: how much space is needed in a neighbourhood and what functions does it need to fill? How do the needs of various neighbours differ? What’s the baseline requirement for any neighbourhood?

Not enough research — or policy-wrangling — has been done to determine these answers yet, so the early stages of the CSP are more likely to provide an effective way of comparing Toronto neighbourhoods to each other. Now, thanks to the CSP, that conversation will have a good evidence base.

Sidewalk exchanges

When the small piano on my front porch begins to tinkle, I know a neighbourhood toddler has ventured up from the sidewalk, tired parent in tow. I keep it there just for that. In the winter, we meet out there when we are shovelling. Or we see each other early in the morning when we are running out with our smelly green bins. Clusters of us appear along the street as we return from our workday, visiting those already on their porch.

This, like any neighbourhood, is a neighbourhood where our sidewalks are important.

Our sidewalks also serve a trading function. Old bookshelves, dishes and lamps are regularly laid out well before garbage day in the neighbourhood for perusal and collection by others.  I recently met a new neighbour and realized I had her discarded lamp in my living room. (In my first house, most of the furniture “free-cycled.” My partner and I even learned the garbage collection schedule of several of the upscale areas around us—sadly, something I would be less likely to do now with the urban spread of bed bugs.)

These outdoor activities have grown out of the density of our neighbourhood where we live cheek by porch, exchanges which occur by design, by happenstance, by tradition and by local culture. They have made our neighbourhood a better place to be.

Word now from Portland, Oregon, where a few neighbourhoods have formalized the opportunities for these daily communal interactions, including setting up a local outdoor tea cart and building neighbourhood “sharing posts.” Mike Lanza at Playborhood.com posted  on the this development after he took a trip to the west coast.  When Communities take over their own streets includes pictures of these great communal creations. Using the same creative approach, Neighbourhoods blogger Kevin Harris was one of the initiators of  a new, fun Facebook group called 50 ways to meet your neighbours (“Give a nod on the bud, Gus”). The group sprang out of a meeting Harris attended and some recent research he described that showed that Brits are shy about meeting one another.

Sounds familiar. Sidewalks are a low-risk way for us all to get to enjoy a little musical (or other form of) interchange.

Alone we go fast, together we go far

Political parties are a bit of an oxymoron. They are not actually that fun.

The newest version of political incubators are camps: NetChangeChangecamp, Govcamp, Agendacamp. Camps, these big messy open meetings emerged from other sectors, like Torcamp and Democamp works with developers, designers, investors and other interested folk. Even the legendary TEDs qualify as part of these innovative models, I think.

Described as “un-conferences,” here, networking and creativity trumps long debates and secondary motions which mires so much political action.

The idea behind Changecamp’s is to “re-imagine government and citizenship in the age of participation” and last fall it drew over 200 people to the Metro Toronto Reference Library.

Changecamp is spreading across the city now.

On Saturday, June 19th,[June 14th Update: Sometime soon] it will be landing at the Centennial College Centre for Creative Communication in the old east end of Toronto.

Michael Cayley, founder of the east-end Riverdale Rapids ning, and Mark Kuznicki, a member of the Centre for Social Innovation are two of the key leads who cooked up this community-level version.

The camp will be a great chance to meet neighbours and to talk about ideas.

And, as Al Gore reminded us, alone we go fast, together we go far. So, let’s have a chat.
