Defining race (and racism) in the TDSB Learning Opportunity Index

The Learning Opportunities Index (LOI) is one of the Toronto District School Board’s key tools for directing resources to the neediest students in the system. Therefore, it’s vital that the index measure deprivation accurately and reliably.

The newly modified LOI dropped less predictive measures of student performance, such as average income, housing type, and immigration status and now includes variables which are better able to measure poverty. Of the new variables, the most powerful are “families on social assistance” and families in the bottom income quartile (as measured by the LIM).

Trustees bite the bullet

So, even though some schools shifted down the ranking and would now potentially lose resources, Trustees (or most of them) bit the bullet and voted to adopt the new instrument.

Still there were some misgivings.

For instance, in terms of external challenges, critical race scholars in the U.S.A. have shown race and poverty have separate effects on student achievement. That, even when income and other demographic characteristics are controlled for, students of different racial identities perform differently within the American school system. This finding has been used, reasonably, as the basis for the creation of Africentric and other race-based schools.

When the new LOI removed the variable of immigration status — often conflated with race in the Canadian context —, the TDSB faced the problem that race, in any form, had been excised. The LOI faced the critique it had been homogenized, to the detriment of its mission of accurately measuring external challenges, and to the detriment, especially, of black students.

So the Board asked the LOI review committee (of which I am a member) to also examine how and whether race should be included in the LOI.

A question for policy wonks or for research geeks

Given the range of views on the question, perhaps the task is really better suited for politicians and policy wonks than for statisticians and research geeks.

However, the review committee has begun its review. We will look at the broader literature, and we will test the utility and strength of any new race-based variable within the Toronto context.

A problem of definition

The first problem has been trying to figure out how to approach the problem.

For instance, producing an accurate description of the term”race” is tricky because race is a social, rather than a biological construction. Its definition and boundaries are blurry and ever–changing. Statistics Canada doesn’t even use the term, but instead says “visible minority” — a bare truth in Toronto — for anyone who has a heritage other than white.

Yet, within the Toronto context, when we compare the performance of “visible minority” students against that of their white peers, there are only subtle differences, sometimes in favour of students of colour. “Visible minority” status alone is not correlated to students’ academic performance. And, that’s a relief. In fact, it’s as it should be.

However, others remind us, we know there are differences between some racial groups.

So we have to explore the term further. Some advocates have been quite clear, we need to stop skirting the issue and name the problem of academic underachievement as one of Black and Aboriginal students, and a few other historically–disadvantaged groups. If we are prepared to do that, academic interventions can be better targetted.

Reliable school–level data

So, if this is the next step, to look at particular racial groups, can we get reliable school-level data? (School–level data is needed to calculate the LOI so that each school can be accurately assessed and ranked in comparison to the others.)

The school board census is the obvious answer. Among its many questions, the TDSB’s student/parent census asked respondents to identify their racial background. However, this won’t work for the LOI.

While useful at a system– or even ward–level, the census data won’t allow reliable comparisons at the school level. For example, some schools had a high non-response rate (students wrote in “Martian” as their answer to the question of their racial background, and various classes never even did the census). The census also happened long enough ago that it no longer supplies a current picture of the Board’s students.

Ranking and weighting races

Ethnic origin might be another usable category from Statistics Canada data, and one which may give more subtlety to the analysis.

Board research has shown that groups of students born in various parts of the world perform differently. Should we parse, weight and rank the value of my children’s English⁄Celtic heritage against their Chinese heritage? (As the discussion unfolds, one can’t help but feel like the evolutionary psychologist University of Western Ontario professor, Philippe Rushton wading into the world of measuring head size to explain intelligence.)

What are we trying to measure? And where does ethnicity blend into culture or language?

And, in the end, does the Board have the stomach to rank one ethnic group against another in the allocation of scarce resources?

Fixed identities

This exercise is different from research which shows different outcomes for students who have already gone through the education system. In this exercise, we are saying that because a student comes from a specific racial background, a priori,  we will award additional resources. We are pre-judging their performance.

The awkwardness of this is that a student’s racial background is different from all the other measures currently used within the LOI because race is fixed. All the other measures, such as parental marital status, education level, and income, can be changed, even re-mediated through social policy and individual effort.

Measuring racism rather than race

Perhaps then, more accurately, this quest to measure the impact of race should be more fittingly seen as a quest to measure racism. We should be measuring the disadvantage which led to the poor environment which created the external challenge some students face. Those who argue for reparations would argue for such.

So, then, the questions becomes, how to measure this.

Use a geographic lens

There is no general “measure of racism” which we can easily access to measure how Toronto students are doing in school. So this is where geography can help. We may well be looking for a measure of concentrated disadvantage or a measure of a neighbourhood peer effect.

Racism creates the inequitable conditions whereby students of colour are more likely live in poor neighbourhoods with low levels of education, fractured families, and little access to good jobs — all variables now included in the LOI and which make it a strong measure of external challenge.

Neighbourhoods may well be the key driver in a student’s performance. And it’s a premise which has some credence.

In 2005, Robert Sampson at Harvard (one of my favourite researchers), investigated the connection between race and violence; he found that the main differences between different racial groups’ levels of violence were explained by demographics and neighbourhood conditions. He recommended that interventions which “improved neighbourhood conditions and support families” would be the most effective way to reduce violence.

Sampson also found that neighbourhood distress was inversely related to the number of workers in professional occupations and the proportion of married parents. Higher levels of recent immigrants also had a dampening effect on violence. Tom Carter, at the University of Winnipeg, has cited research supporting similar conclusions in his studies on the inner city.

In effect, what looked like racial differences were actually problems rooted in poverty and deprivation.

Furthermore, an American study found that while racial segregation has been declining, educational segregation has increased. So neighbourhoods are more divided along, arguably, class lines than racial ones. (I don’t know of a similar study in a Canadian urban centre.)

In the end, what seemed like an easy question may have a complex answer.

Homeless students

It must be September. The headlines are filled with stories about school and students.

On the Labour Day week-end, both the New York Times and the Toronto Star must have thought they would keep with the economic temper of the times and published front page stories about homeless students.

Although children in shelters are perennial, research on the topic in Canada is sparse. Social Planning Toronto produced one of the only Canadian research studies on the topic. The report, Lost in the Shuffle, made concrete recommendations for school boards, schools, shelters and parents. Published in 2007, its findings still stand a read.

Toronto swimming pools: Class in session

One of the strongest arguments put forward to save the school pools in the TDSB has been the issue of equitable access to a public resource. Or as the headline on the Globe and Mail article by Margaret Atwood put it, without pools, “Rich kids swim. Poor kids sink.

Critics have groused because swimming pools seem a unjustified demand on the public purse for a perk which many school boards outside Toronto do not enjoy.

However, the argument goes, school pools allow students who don’t have access to summer cottages and camp to learn a basic survival skills.

It’s a debating point that has held some sway. Last week, the TDSB voted to save twenty pools, and to put 13 more on hold while the schools look for further support. Seven pools will be closed. [Declaration of potential conflict of interest: A pool will be closing at a high school which my son will be attending next year.]

Given the relentless cuts over the years, the news came as somewhat of a relief.

A closer look, though, at the pools which have been saved gives some credence to the “pools as perks for the already privileged” argument.

The list of saved pools (Forest Hill, Lawrence Park and Humberside, among others) are in some of the toniest parts of Toronto. Similarly, the list of closing pools (Bickford Centre, Central Commerce and Parkdale among others) are in poorer neighbourhoods. Such anecdotal evidence requires a closer examination.

Using these schools’ ranks on the TDSB’s Learning Opportunity Index lets us see who has won this fight. The Learning Opportunity Index uses student-level data to rank schools according to their socioeconomic bracket. The Stats Can taxfiler data measures include the percentage of students below the Low Income Measure and the percentage of families on social assistance. The higher on the Index a school is, the more rich student population is.

A rough analysis, breaking the schools into upper, middle and lower tiers shows that schools in richer neighbourhoods are the ones being saved.

Of the 20 pools which have been saved:

  • 12 [60%] of the school pools (8 high schools and 4 elementary pools) are in the top third of the LOI (i.e. the schools with the richest students)
  • 6 [30%] of the saved pools are in “middle-class” high schools, and
  • 2 [10%] of the pools which will remain open, in high schools, are in the bottom third (the neediest schools).

Comparatively, looking at the 20 pools that are still threatened or being closed, poorer schools fared worse:

  • 2 elementary school in the upper tier have a pool being put on hold.
  • 8 pools in middle tier schoolsface a threat
    • 4 closed;
    • 4 threatened (3 high schools + 1 elementary)
  • 10 pools in the poorest tier are under threat
    • 3 closed (2 high schools + Bickford Centre);
    • 7 threatened (5 high schools + 2 elementary)

Troubling, indeed.

The sample skews in favour of schools in more well-heeled neighbourhoods, but this may be a result of a “sampling error.” Perhaps more of the  pools are simply located in richer schools and so, by saving them, more “rich pools” will be saved.

So, there’s another way to examine this.

Let’s look at the number of pools saved against the number of pools threatened in each of these three income tiers. If these numbers are disproportionate then we may have evidence of a systemic problem of classism.

Sadly, these numbers tell the same biased story.

  • In the top tier, 14 pools were threatened. 12 are being saved, or six-sevenths of them (86%).
  • In the middle tier of schools, 14 pools were threatened. 7 of them are being saved (or half).
  • In the bottom tier, the poorest schools, 2 pools have been saved of the threatened 11  + the unranked Bickford Centre for Adult Students & Continuing Education. (So one in six or 17% of these pools which serve poorer students has been saved.)

Also worth noting is that the only 4 pools in elementary schools which are being saved are all in the top bracket.  However, two “top tier” elementary school have been put on hold, as have six other elementary schools, all in the middle or bottom tier.

It’s a pretty damning picture. “Higher class” pools are five times as likely to be saved as pools in the poorest schools and twice as likely to be saved as pools in the middle tier.

How can this be so?

Part of the way this has fallen out may well be because one of the key criteria used to determine whether a pool would be saved, that is whether it could “generate sufficient revenue to offset operating costs.” Pools which serve richer populations are probably more likely to be able to do so. It was a sound decision — without the further vetting needed to assure it was an equitable one.

There’s no maliciousness here, but no one asked the question, so we have created further inequalities along class lines.

If our public education system is to meet its stated ideal of leveling the playing field for all students, another look at this decision must be taken. Rich kids are swimming, and the poor ones aren’t.

Community hubs recommended for young and old

The same week the Pascal Report on the implementation of full-day kindergarten in Ontario was released, the Ontario Professional Planners Institute (OPPI) released a Call to Action on building age-friendly communities. Bracketing opposite ends of the life cycle, the reports shared some very similar recommendations.

Both reports emphasized the role and importance of community hubs and the integrated delivery of services. Pascal recommended that schools serve families and the broader spectrum of their needs, while the OPPI called in a series of recommendations for government services to be delivered locally and for seniors and children’s services to be co-located. Both also addressed expanded learning opportunities for each age group.

The reports underscore the point that a focus on place-based strategies aids those who are most needy and least mobile: the elderly, parents with strollers, newcomers with more limited social networks and low–income people who rely on transit.

The benefits of this strategy are also shared. As the former mayor of Bogotà, Columbia, eloquently explained about some of his innovative strategies:

“Children are a kind of indicator species. If we can build a successful city for children we will have a successful city for all people.”

A few other praiseworthy notes on the report by Dr. Charles Pascal, the Premier’s Special Adviser to the Ontario Premier on Early Learning:

  • By addressing the entire 0—12 age range, Pascal affirmed that the introduction of full day kindergarten was not a panacea to the challenges that many children face (he cites Willms’ research estimates of up to 60% of all children are vulnerable). As, as economist James Hechman shows, early investment must be followed up to be effective [emphasis added].
  • Pascal also recognized and named the summer learning loss which occurs for most low–income kids. The opening of schools as community hubs should bridge some of that gap.

Key factors associated with youth delinquency

A Statistics Canada analysis this spring looked at factors associated with delinquent activity among immigrant youth in Canada. Ostensibly, the report was comparing newcomer and Canadian-born youth, but what it found was more about the importance of family and friends.

The report on property-related and violent activities relied on self-reports from the 2006 International Youth Survey.

Youth were asked if they had participated in a series of risky behaviours in the previous 12 months:

  • Property delinquency was measured as youth who had damaged something on purpose (including bus shelter, window or seat), stolen a bicycle or vehicle, stolen from a store, burglary and arson
  • Violent delinquency was measured whether a youth had snatched a purse or bag, carried a weapon, threatened someone with harm, participated in a fight intentionally.

Here’s what the report found:

Rates of both property and violent delinquency vary by generational status within Canada. Native-born youth reported the highest rates of property-related delinquency, while youth who had immigrated to Canada after the age of 5 reported the lowest rates. However, factors other than generational status were found to account for differences across generational groups in rates of property-related and violent delinquency.

Having delinquent peers has the strongest effect on all youth in terms of explaining rates of self-reported delinquency. The odds of reporting property delinquency were more than three and a half times higher for youth who had delinquent peers than for those who did not. Youth who reported having peers involved in delinquent activities were almost three times more likely, as those without, to report violent delinquency.

Relationships with family also play an important role. Youth who reported a good relationship with their mother were less likely to report violent delinquency.

Youth who spent the majority of their time with friends were also more likely to report property  and/or violent delinquency. Youth who were isolated from family or friends reported higher levels of property delinquency.

If youth reporting being a victim, they also were more likely to be involved in delinquent behaviour. Those who had experienced a theft were more likely to report property-related delinquency. They were also more likely, along with those who reported having been hit violently, to report violent delinquent acts.

Finally, schools play a role as well. Youth who aspired to university were less likely to report either type of property or violent activities while youth who skipped school were more likely to do so. Youth who felt that their school was ‘unsafe’ were also more likely to report having committed acts of violent delinquency.

In sum, protective factors for youth included aspirations for university and spending time with family and/or close relationship with mothers. (Recent immigrants were most likely to enjoy these conditions, and therefore were least likely to be involved in delinquent behaviours. Stereotypes, be damned!)

The strength of EDI as a predictive tool

I am probably about to commit heresy: I hate the EDI.

The EDI, in long form the Early Development Instrument, has gained popularity as a population tool to rank students’ readiness for school. Developed by Dan Offord and Magdelena Janus at McMaster University, and popularized by Clyde Hertzman at the University of British Columbia, the EDI has been shown to have a strong correlation to the likelihood of a student cohort to achieve academically. But more tellingly, it strongly correlates to students’ socioeconomic backgrounds and the neighbourhoods where they live.

The EDI tool is administered in Senior Kindergarten by classroom teachers in the space of about fifteen minutes per student. To quote, students are assessed on five domains:

  • Physical Health and Well-being referring to physical readiness for the school day, physical independence, and gross and fine motor skills.
  • Social Knowledge and Competence referring to overall social competence, responsibility and respect, approaches to learning and readiness to explore new things.
  • Emotional Health and Maturity referring to prosocial and helping behaviours, anxious and fearful behaviour, aggressive behaviour and hyperactivity and inattention.
  • Language and Cognitive Development referring to basic and advanced literacy skills, interest in literacy/numeracy and memory, and basic numeracy skills.
  • Communication Skills & General Knowledge referring to the child’s ability to communicate needs and idea effectively and interest in the surrounding world.

In each of these domains, children who come from tougher economic circumstances or from outside the dominant linguistic or ethnoracial group are invariably disadvantaged. For instance, whether a child arrives to school with appropriate clothing, can discuss an idea, or knows her way around a picture book are all EDI measures. Low EDI scores are often, though not always, evidence of deprivation.

Children who start from further behind also face a higher hurdle, if they are to measure up to their peers. A different framework would  measure the improvements children may have made; instead the EDI uses a threshold to measure a child’s readiness for school. You make the cut-off or you’re at-risk.

The strengths that marginalized students might bring to the classroom, but which fall outside the scope of the the framework for “school readiness,” are also not recognized in the same weighty way. Internal resiliency in the face of a strange school setting doesn’t get measured.

(My favourite example of this was when the girl from across the street who spoke English as a second language began kindergarten with my daughter, she relied on my daughter to repeat the teacher’s instructions slowly. Then, in the afternoon, when they both attended Heritage language classes, they reversed roles. It was a creative coping strategy.)

Finally, I hate the the EDI because it can act as a proxy for teachers’ middle class prejudices and ethnocultural biases. However, therein also lies its strength.

Not surprisingly, groups of students who do poorly in academic rankings in Kindergarten generally continue to do poorly in the eyes of their teachers in higher grades. Teachers are at least consistent.

Like Robert Fulgham’s Kindergarten Poem, all your school really needs to know is how you did in kindergarten. If your Kindergarten teacher thought you were unruly and inattentive, then probably so will subsequent ones.

Research has shown that the EDI is a reliable predictor of children’s likelihood of completing school successfully. We can tell that early on who might not make it.

The EDI’s predictive ability is sad confirmation of the social gap that some identifiable demographic groups come from further behind and stay behind throughout their schooling.

Yet, there is hope. Hertzman’s work, with the school system in British Columbia, shows that a coordinated, community-based response can make a difference in the school readiness of all children. So, that is where our work begins.

The annual summer learning deficit looms for low income students

Soft summer days will soon be upon us, schools will let out, and poor kids will be left to fall further behind academically.

In a recent summer, my own son was able to collect a number of free T-shirts when he attended consecutive weeks of science, computer and basketball camps. He was provided with a rich range of experiences, excursions and learning opportunities.

In contrast, this week, I put together a funding application for one of my agency’s summer camps. The budget broke down so that each child would allocated bus fare for one return trip/week with an additional $8 per child for admission or other costs, $5/day/child for food (because food security is a real issue), and $2/day/child for supplies for arts & crafts, games and recreation. We’re hoping to be given the $10,000 maximum grant. Otherwise these amounts will have to be cut.

However, these are differences of opportunity between poor kids and their more privileged counterparts that are apparent even in schools within the public education system.

The real inequity emerges from the learning shortfall or “summer slide” that occurs when school is out in July and August. The students from more privileged backgrounds continue to gain academic ground through the summer, boosting their verbal, organizational and other learning skills. At best, students from low income families tread water. More often they backslide.

Learning disparities accumulate each summer so that by high school, the summer learning gap strongly predicts whether a student will take an academic course load, finish high school or attend post-secondary education.

Perhaps most startlingly, the implications from the research are that if schools are able to help low-income students catch-up when they are in session, then supporting these learning opportunities through the summer break may be more important even than the early learning initiatives, which first gave kids their leg up, but which are not as long-lasting.

This issue of the summer achievement learning gap has some respectable backers:

In February, the Toronto District School Board received a staff report on year-round schooling. Unfortunately, the report was limited by an examination of whether the current 185 days of instruction should be spread throughout the calendar year, rather than looking at whether additional instructional days might have an impact.

While not making a formal recommendation, the door is still open. The Board report left the possibility of moving to a different calendar if a school community requested the scheduling change.

The summer learning gap is not an issue that can be easily addressed at the board-level. Funding and teaching contracts are provincial matters.

However, within Ontario,Toronto probably has the most compelling reason and capacity to act on the issue. The TDSB’s leadership on inner city and urban issues offers the opportunity for the board to lead on this issue, in the best interests of low income students.

Ontario School Information Finder

In a bid to improve access to information and individual school accountability, the provincial Ministry of Education made a big misstep. This week, it introduced the Ontario School Information Finder which allows parents (and others so inclined) to comparison shop between shoes, er, schools.

Parents can find schools by name, or even more easily, by typing in their postal codes into the search engine. Then adding additional schools to their shopping cart, school bags, they can select three, hit the “Compare the Schools I selected” button and see how each school compares to the others in two domains: student achievement (as measured by provincial testing) and student demographics (including percentage of students from low income families, recent immigrant families, families with a university level-education and students receiving special education).

“What’s the objection to parents knowing this information?”, a reporter asked me today.

No objection. Parents already have access to this information. It is publicly available through the Fraser Institute and C.D. Howe, probably the most famously, but also through individual school profiles published by school boards, real estate agents, Toronto Life, and even a school board trustee.

However, the problem is the way the Ministry has packaged the data on student achievement and student demographics, as if it were a meaningful measure of a school. Learning the number of immigrants at a school, or the number of low-income kids, only tells you about the “input.” It doesn’t tell you how good the students are and it doesn’t tell you how good the school is, how much learning goes on there. However, it’s very likely that the Ministry website will be used to shop between schools.

When parents choose a school for their child, provincial test scores are probably one of the least reliable measures of a good school (and was part of the reason so many parents resisted the introduction of the EQAO). To be bald, provincial test scores correlate highly (although not absolutely) with student demographics, as the TDSB’s recent work on its Learning Opportunity Index attests. So, if parents choose a school by its test scores, they will likely be choosing a school where wealthier students attend rather than a school where great learning is happening.

Well, maybe peers are important. Higher income kids are three times more likely to go to university then kids in the bottom 10% of income (TDSB report). Isn’t that a good influence? It may be, but there are other considerations.

Social mix strengthens an important civic function of public education. We learn to get along with each other there. Students who attend more homogeneous schools learn alot less about others who are different from them – and, frankly, this is already a problem that occurs in many of Toronto’s schools, as Professor David Hulchanski’s work on the sorting of neighbourhoods by income has shown. A tool like this will accelerate this segregation. (And it is segregation; parents I spoke to in a focus group last year in one upper income neighbourhood worried that their kids only see people of colour at the local corner store and that their kids will not understand diversity in any real or granular sense when they move out of their enclave.)

Given the choice, parents acts for the benefit of their own child, as they should; so if “good” schools are defined, uncritically, as the ones with higher test scores, poor kids will be left further behind. Poor kids will be left further behind because they have fewer options, whether it’s bus fare to travel to “better” schools or parents who know how to hunt through the system. Left unfettered, two streams will emerge: elite schools and “bad” schools.

In a bid to give parents greater free choice, to ensure their own family’s gain, the Ministry has created a tool that gives free rein to individual license without considering our common good. What we will see is greater inequality, and it sounds all too familiar in these economic times.

The common good, the idea that a social mix strengthens us all, is even part of the calculation.

People for Education has been quick off the mark on this one, posting an open letter to the Premier, because the Ministry website undercuts the very foundation of a strong public education system. Parents and educators are signing up in droves to endorse the letter.

So, what should parents want to know when selecting a school?

  1. Is the principal an excellent educational leader?
  2. How well do teachers connect to the community? to each other? to the students?
  3. How happy are other parents with the school?
  4. Is the school a small enough size that people know each other and big enough to allow some diversity?
  5. How welcoming is the school culture?
  6. What additional supports are available to students?
  7. What sort of improvement do students make when they attend the school, i.e. what is the value-added?

School visits will give you that information.So what if you wanted to build a web tool which might work?

Rate My teacher is a website that lets students get at some of these issues, even if it is focused at individual teachers. Perhaps a more useful website would have been one that let parents connect with each other, to share their experience and learn from each other.

Suggestions like this are often met by fear (and anyone who has ever read the anonymous comments left on a newspaper website has some reason for this fear). However a moderated forum or a wiki format would achieve the same school-level accountability and transparency that the Ministry was trying to achieve and have provided more meaningful information for parents looking to learn more about their local schools.

Perhaps counter-intuitively, when Ontarians are polled about the performance of schools in OISE’s biannual survey, the happiest people in the system are usually those closest to the the school system, that is parents. And parents are most likely to be happy about their own school and although they may worried about other schools. A Wiki page for each school would allow parents to build a shared vision of the strength of their local school. A Web 2.0 approach would have been a much better model. We may get there.

The little hockey team that could

I played hooky to watch my daughter’s high school hockey team in the City playoffs last year. I went on a whim. Work was relaxed, and she needed a ride. I drove her and equipment bags out to the suburban arena, layered up, ready to watch, reading material at hand.

By the end of the first period, the team had called me out of the viewing stands to help – me who had only ever watched one full game of hockey, help! I was assigned to door-opening duties in the box so the players could make their on/off-ice shifts more quickly.

By the end of the second period, I was shouting encouragement to the players, by name, and by the third, I was an avid fan.

As the lowest-ranked, the team was seeded to face the top team in the playoffs. But that wasn’t the only reason they were the underdog in this game.

This was a new team, put together by three Grade 11 students who had played competitive hockey. The best player on the team, a skating fiend, fitted her helmet over corn rows. The other great talent on the team was shorter than all the others by a head.

But as an inner city, high-need school, they didn’t have a large pool of talent to draw on, especially not among girls. My daughter had been tapped because she played a good game of field hockey and is pretty athletic. Others were corralled in as well.

Not the usual recruitment pool, this team.

Equipment was gathered from an assortment of family members and second-hand shops. (One of the best players was able to outfit three of her teammates from family cast-offs.) The school principal made sure they all had hockey sweaters.

The team we faced was better-equipped.

Our hockey bags had been mainly hauled on the TTC. Theirs were couriered by minivan and SUV. Our team shared four water bottles. No tray of individual bottles for them – all was shared.

At the warm-up, the other coach had dumped a bag of pucks onto the ice for her girls; we borrowed a puck from a guy hanging around the arena; he had run out to his truck to get one he thought he had. (The other team then loaned us a second one.)

My daughter’s team was also outnumbered, almost three to one, by the other team’s players. We had eight girls – so that meant everyone was vital. Our goalie had her arm in a sling before the game, but had soldiered out to her net, holding it gingerly. I shuddered every time the other team rushed her net.

Still, the story grew more Disney-esque.

Two of the eight players, there today in the City playoffs, had never skated before they joined. They learned, when they joined the team four months earlier, and there they wobbled on the ice, arms outspread like gangling windmills, forcing the other team to skate around them, these large living pylons a part of the defensive strategy. Once or twice they even connected with the puck.

With so few players, only three of the team could rest at a time and only for a minute or two. It was hard to catch your breath when you were shouting encouragement to the others on the ice, but the girls bellowed to their teammates as they grabbed a drink.

When the game was over, and the ref had to be paid, the girls hunted through their wallets. (Turns out play-offs are more expensive than regular games.) Loonies were pooled.

And still, after it was all over, the team hooted in glee. The team had managed to score a goal this time, and they reminded me gloatingly, they had been beaten way worse by others.

This team effort was sports – at its best.

Why Africentric Schools are a good idea

A number of years ago, a Black candidate for City council was denounced in the riding where he was running  for describing the chasm that existed between the Police and the (mainly) Black residents. Residents, he said, view the police as an “occupying army.”

The reaction in Toronto to his comment was a little like the divide that happened with the O.J. trial. Whether you nodded in recognition or shook your head in disbelief probably lined up with your racial background and your understanding of racism. It was one of the singular times that a bare racial divide in Toronto showed.

At a recent community consultation, parents at a school in the Beach, a  “white ethnic enclave,”  worried about the lack of diversity in their schools. They knew their children were not building skills for cultural competancy. And, the answer is larger than putting on a potluck and dressing up in national costumes, “saris and samosas,” as one author put it.

Race & racism is back on the public agenda with the establishment of an Africentric, or Black-focused, schools. However, this recent debate has not been so sharply divided along racial lines. Indeed, the “chattering classes” are torn around this issue.

Instead, we saw the school board’s white Chair, Director and half its school trustees  champion the initiative as a (partial) solution to address high drop-outs rates for Black students.

Opposition to the establishment of the schools centred around two arguments: abhorrence of anything that might move us back to the pain-filled days of segregation, and, secondly,  a worry that the establishment of the schools will absolve the Board of its obligation to teach all students equitably. These were well-argued positions put forward by progressive peoples.

Absent, also, from the call for Africentric schools were students. In fact the two student trustees stated that they would have voted against the motion if they had a vote. This worried me at first, but I think they are following the arc that many of us do – who wants to believe that the world is shaped by issues of race, especially as one begins to move into it?

Others who argued against the schools are those who have been successful, by mainstream standards. People like Lincoln Alexander. Holding onto a more monolithic view multiculturalism works for those who can afford it – most of the time.

These are valid points, made by many of my progressive friends, that establishing these schools moves towards segregation and separation, a trend which Canadians have fought, and that it relieves the system of a wider responsibility.

So let’s examine the objections to an Africentric school:

I do believe that the backlash to Africentric schools has come because of the fear of the painful historical realities of segregation. The backlash has come when, perhaps all so Canadian, when a model has been proposed that reverberates with a painful American history. This proposal reminds us of that shameful history and makes people nervous, and there is no doubt that segregation is a mistake.

However segregation is enforced separation. Africentric schools are not forced on unwilling people, and they are not exclusive. Anyone, by their choosing, may attend.

And, more fundamentally, in this free and democratic society, that withdrawal is a right, while perhaps troubling to some because of what it bespeaks – a failure of our civic institutions-, but it is a right.

Much as Canadians don’t like to admit it, separation – by choice – is defensible.

Ah, but the critics call, not on the public dime. Well, we crossed that river long ago. Native youth in Toronto are able to attend culturally appropriate schools. Catholics have their own culturally appropriate (publicly-funded) education system as part of the foundation of this nation.

To underline the parallel, even though Canadians ran separate residential schools for native children, there was, to my knowledge, no outcry when the First Nations schools were established in Toronto 30 years ago. We understood the withdrawals from the mainstream as divergent historical processes.

So, if the reasons against a Black-focused schools are shaky, what are the reasons for them?

The reasons are very practical.

1. Schools are already de facto segregated, in that there are monocultures already in existence. David Hulchanski’s work, most recently, highlighted the economical and racial divides within this city which play out geographically.

2. There is blood on the floor. Over 600 young Black men have died violently since the mid-1980’s. Tens of thousands have stopped their education and thousands have been incarcerated. Toronto police indicate that the city is safer than ever -unless you are a young Black men living in a high-need neighbourhood. The people in crisis, leaving schools behind, the places where they should most belong, are young Black men. At double jeopardy, through their race and class, we have abandoned them.

3. Parents of Black children have fought for years for an inclusive education – parents of white children were largely absent. And the system has not responded. In fact the school board’s equity department was gutted after amalgamation and has never recovered. The resources and library materials were shelved. Professional development withered. The Equity Foundation statement was never implemented (see  the Falconer report, for more).

Until the underpinnings of existing inequality is changed, until people who work full-time make a living wage, until affordable mixed housing is built in all parts of the city, until a school fundraiser doesn’t rise or fall depending on the wealth of its commuity, the “system” will continue to push those on the edge further out.

The bid for Afrocentric schools is a bid to break the power at the centre, to create another power base, from which, people who have chosen to walk away from the current system, can rebuild their strength, rally, and enter into discourse with the mainstream, from their own solid foundation. In the end, I guess I am a separatist at heart. But I also know from my fervid days in student politics that after we have established our own strength, we need to re-enter the fray.

These schools will give the strength to young people to do that, and in turn to make the system a more encompassing and inclusive one.
