Urban neighbourhoods: The long view

Urban neighbourhoods characterized by poverty, rapid residential turnover, and dilapidated housing suffer disproportionately high rates of infant mortality, crime, mental illness, LBW, TB, physical abuse, and other factors detrimental to children’s well-being (Shaw & Mackay, 1942).

Top Ten Rules of Street Parking, learned by experience

Absolutely, while the wisdom of keeping a car downtown is questionable, on-street parking is one area of social interaction which can be smoothed by congenial neighbours or can be a continual source of aggravation by ones who are not. Street parking is a reflection of how we live together.

  1. If you circle the block looking for a parking spot, one will open up in front of your house as soon as you walk up the pathway to your front door.
  2. Parking switchovers (staying up late or rising early to move the car to the opposite side of the street) occur every two weeks on downtown residential streets for the ostensible purpose of clearing the dust and debris off the street; however, throughout course of the entire spring, summer and fall, you will only see a street sweeper twice. Corollary: Parking switchovers will not occur in the winter even though several feet of snow accumulate on both sides of the street and snow plows pass by more frequently.
  3. Switchover days almost always fall on a week-end, when most local residents are sleeping in.
  4. The day you forget to move your car for the switchover will be the same day your neighbour forgets to warn you.
  5. Leaving room between cars in the summer is anti-social, ensuring fewer cars are able to park on the block; leaving room between cars in the winter is essential, to get enough traction to break out of the snowbanks.
  6. In the winter, your neighbours who do not have a car will feel free take a parking space in front of their house to put their snow.
  7. If your neighbours go on vacation, they will have left the car awkwardly parked to take up two spaces. If they haven’t left their keys with anyone, they will be parked so as to block three spaces.
  8. If a new neighbour moves onto your block, they will have at least one more car than your former neighbour did.
  9. Down-towners can be distinguished from Suburban-ites by their swiftness and skill in parallel parking. Corollary: If there is nothing on TV, spending an evening on the front porch can provide good entertainment value.
  10. Cars are an essential signal to your neighbours, providing vital information such as whether you are home.(I’ve had neighbours come check on me because my car hasn’t moved in long time.) Corollary: If you need help (parking your car, getting a jump, or a push), stand by your car and look forlorn. Good people will come to you.

Proximity makes the heart grow fonder

How do friendships form? gives some insight into why mixed neighbourhoods are important. The study, from Marmaros and Sacerdote, researchers from Google and Dartmouth College, tracked the 4.2 million e-mail exchanges between university students for more than a year to identify the social networks they established.

As Dartmouth students are assigned randomly to student residences, the researchers were able to track how factors like geographic proximity, family background, racial identity and shared student activities affected the formation of friendships between students.

The literature explains we are most likely to become close friends with people with whom we have frequent contact.  Fostering friendship with a random stranger further away requires an additional investment of time with no guarantee of a positive pay-off of a close friendship. Marmoros and Sacerdote wanted to test the theory that we are more likely to become close friends with someone with whom we have “lots of local, low cost social interactions.”

In essence, when we see a neighbour regularly, we get a short-term and a long-term benefit: in the immediate interaction, we are provided with the opportunity to exchange information and then, over the course of time, trust is built through reciprocity. Both these benefits can emerge at a fairly low cost to ourselves without a large investment of time or other resources. Random interactions expose us to the possibility of bigger pay-offs.

Marmaros and Sacerdote found such a “neighbourly effect” among the students whom they mapped. Students were more likely to form friendships with those who lived close to them or who shared an activity or class. The effect was lessened if students did not share the same racial or family background, however, the effect was still positive.

A caution from the study:

  • The positive effects on social interaction were only found at fairly close distances, such as among those living on the same floor in a school dorm.

Otherwise shared activities were required to demonstrate significant cross-cultural friendship formation. Even while seen as a broad societal benefit, the authors explained, an individual may be less likely to form a cr0ss-cultural friendship if it is seen as more “costly” in terms of time or additional risk factors. Happily, proximity to each other seems to help overcome the racial barrier.

Two additional noteworthy upsides:

  • Close friendships continued even when students moved further distances from each other. The opportunity to form friendships across a variety of identities, provided by living close to each other, provides a lasting effect. Once friendships are formed, most students found it worth continuing to invest in them.
  • Citing other research and expanding on their own, the authors describe the positive equity effects on the attitudes of white students who live with a Black roommate. While the white students were not more likely to have a larger circle of Black friends (as a result of having one Black friend), they are “more likely to support affirmative action in admissions and societal income redistribution.”

Disease and the regenerative power of cities

An appropriate quote, in these pandemic times, from Jane Jacobs’ The Death and Life of Great American Cites:

Vital cities have marvoulous innate abilities for understanding, communicating, contriving and inventing what is required to combat their difficulties. Perhaps the most striking example of this ability is the effect that big cities have had on disease. Cities were once the most helpless and devastated victims of disease, but they became great disease conquerors. All the apparatus of surgery, hygiene, microbiology, chemistry, telecommuications, public health measures, teaching and research hospitals, ambulances and the like, which people not only in cities but also outside them depend upon for the unending war against premature mortality, are fundamentally products of big cities and would be inconceivable without big cities. The surplus wealth, the productivity, the close-grained juxtaposition of talents that permit society to support advances such as these are themselves products of our organization into cities, and especially into big and dense cities.

Crime: Targeting the few "bad apples"

The police division in which Riverdale and the Beach lies has the second highest Break & Enter rate in the City. Only the downtown core/entertainment area outranked Division 55 during this period (January  – October 2008). (See Toronto Police Service data and the Toronto Star crime maps for the source of this analysis. Another interesting website, allowing individuals to pool their collective knowledge is the Spotcrime website.)

So these high stats make one of the stories buried in the 2005 annual police report all the more interesting.

The Division’s Major Crime Unit developed a program to track serial offenders, out on bail for Break and Enter and other major crimes.

Through the program, police met with offenders and their sureties as they were released from jail and then tracked their bail conditions, making regular follow-up visits weekly.

A regular, rotating list of the Top 15 offenders was maintained. Police found, by tracking these few people, they were able to drop the break-in rate by 38%.

The pattern is reminiscent of the one described by Malcolm Gladwell when he wrote in the New Yorker about Million Dollar Murray, a homeless man who in the final years of his life absorbed a large portion of health, social and police services. Gladwell makes the compelling argument that the most effective use resources is not when they are spread across a population, but when they concentrated on the most needy.

It’s a focused tactic that runs counter-intuitively to our Canadian sense of fairness and universalism; however it’s one now seen in the Province of Ontario’s  poverty reduction strategies, the City of Toronto‘s and United Way‘s Strong Neighbourhood Strategies, and TDSB’s Model Schools for Inner Cities. Each of these strategies brings additional resources to those identified as most in need.

At worst, this tactic prioritizes the vulnerable. As best, it just may work.

Are hospital visitors targeted for parking violations, or are we just negligent roadhogs?

My parents go to the hospital so frequently that the last time I escorted them, they carefully coached me in how to avoid getting a parking ticket. It’s energy well-spent, given the frequency with which parking tickets are handed out around hospitals from York region, to Ottawa, from Newfoundland to Australia.

Whether you are visiting, attending a doctor’s appointment, or rushing there for an emergency, parking tickets are a common part of the hospital experience, along with high parking fees, shortages of spots, and meters which expire in short intervals.

A recent piece in the Toronto Star highlighted how frequently hospitals visitors are stung by the green hornets here in Toronto. The streets around hospital made up half of the top ten sites for parking tickets in 2007. The Ottawa Citizen found similar patterns in their examination of the issue in 2007. The Vancouver Sun also found the same, to a lesser degree.

It’s the sort of thing that drives people crazy, filling Bulletin Boards and other blogs (see here for a hilarious list of the ten worst parking tickets ever issued).

Some places in the world are trying to find a solution. Scotland now offers free parking at most of its hospitals, and Wales is considering the same, while recognizing the complexity of such an endeavor, and wondering how to discourage “freeloaders” without setting up another expensive bureaucratic layer.

Some argue, perhaps fairly, that if you own a car, you need to take responsibility for it. Residents who live near hospitals have to put up with slackers on a daily basis. It must grow tiresome.

However, hospitals are one of the likeliest places in the city where some administrative discretion should be used. People attending hospitals are often ill, or escorting those who are, and they have little control over the sorts of delays they may face once inside.

I have my bias in answer to the question: I remember a sweet and random act of parking kindness  I received at my local hospital once, when I raced, daughter in my arms, son at my side, into the emergency room. When we left, all safe a few hours later, I realized that I had parked by the entrance and not even noticed the meter by my car. But there sat my car ticket-less.

Someone had put some money into the meter.

Ethnic enclaves in Toronto, 2001 – 2006

A packed house gathered last week at the Joint Centre for Excellence on Research in Immigration and Settlement. Building on their earlier work on ethnic enclaves in Toronto, professors Mohammed Qadeer (from Queen’s) and Sandeep Kumar Agrawal (from Ryerson) were speaking about the residential patterns of seven ethnic populations in Toronto:  African Blacks, Caribbean, Chinese, Italian, Jewish, Portuguese, and South Asian. (These are as reported at the census tract level by individual respondents to the 2001 and 2006 censuses living in the census metropolitan area (CMA) of Toronto.)

While the maps in their PDF presentation were the most interesting, Qadeer and Agrawal also laid out a few key elements about “ethnic enclaves”:

  • Enclaves are defined as residential concentrations with supporting cultural institutions and services.
  • Enclaves are distinct from ghettos because they happen through a positive choice, rather than a lack of choice. Measuring this, however, is a challenge.
  • Enclaves are an important step for Canadian newcomers on the way to settlement and integration.

Using GIS analysis, Qadeer and Agrawal’s found that ethnic enclaves are extending (so that they are now more widespread) and consolidating (single ethnic groups were more likely to be a higher portion of a neighbourhood). This growth, they found, was often spurred by new immigration.

However, they also found a wide variation in the likelihood of people of various ethnic groups to live within their own neighbourhoods, and that no enclaves were exclusive. All city census tracts had some ethnic mix.

The study provokes further questions to explore, many which were asked that afternoon. Further research could be done to look at these trends over a wider range of years and among other Canadian geographies or at alternate geographic levels (dissemination areas instead of census tract). Also worthwhile would be a examination of the shifting residential patterns of the City’s largest ethnic group, those of British ancestry, and, and more compelling, whether there is a tipping point when “white flight” becomes a reality.

Finally, the study gave a quick look at the percentage growths among various ethnic groups; Russian and Ukrainian populations grew the most quickly. The largest groups are British, South Asian, and, then, Chinese. (For more a detailed description, see the City of Toronto’s 2006 census broad overview and the profiles of specific ethnic groups.)

Toronto's Disappearing Middle Class

For those of you who missed Sunday’s Toronto Star article with mapsThe Three Cities within Toronto: Income Polarization, 1970 -2000 is being updated by authors, David Hulchanski, with Richard Maaren, at University of Toronto. Their recent update brings us to 2005, and the 2006 Census data will be included by the research team later this year.

What the maps show is not a shifting middle class, as described by the Star headline, but a disappearing middle class. Toronto has become a city of growing inequality. Fewer and fewer areas of the city are “middle class,” defined at close to the average individual income of $40,000 in 2005. Areas of high income are remaining essentially stable geographically, concentrated in the middle of the City and along the Lake, while low income areas are consolidating where they were previously and spreading out through the suburbs.

The TDSB's Learning Opportunity Index

Tonight the trustees of the Toronto District School Board will be looking at revisions (and here) to the Learning Opportunity Index, a measure which ranks schools according to the needs of their students and then focuses resources on the most needy ones. (The final rankings are available here.)

I had the pleasure over the past eighteen months in helping to revise and improve it, so I have two arguments to make:  first, why the LOI is an important, and essentially Canadian, educational tool, and second, why this new version is an improvement.

The purpose of the Index is to support students who are falling behind in school because of challenges they face outside of school. This new Index will allow scarce school resources to be driven to those most in need, those who are facing some of the greatest barriers to academic achievement and who are, by our measures, doing poorly in school.

The LOI deserves continued support because:

  • Our Canadian ideal of public education is to allow every student a fair chance to participate in our broader society. To do this, we have to make sure every child has a good start. Because the effects of poverty are cumulative, building exponentially, poor kids in poor schools face the largest learning barriers.
  • This is a best investment of educational dollars. Investments in poor kids make a bigger improvement than investments in kids in other income brackets – they just have more room to grow.
  • The LOI is and has always been one of the most cutting-edge educational measures in North America, mimicked in other jurisdictions, because of its statistical validity and reliability. It does the job it’s supposed to do: leveling the playing field.

The proposal going forward to the school board tonight should be supported because it shows an even stronger relationship between external challenges and academic achievement. The revisions should be supported because they:

  1. strengthen measures of poverty
    The current LOI measures income, looking at average and median incomes in the neighbourhoods where students live. These measure the middle of the pack. However educational research shows that low income is one of the main drivers of poor academic performance.

    • The proposed LOI keeps median income, for stability and consistency, but strengthens the measure of low income, adding
    • the percentage of Families who fall below Statistics Canada’s Low Income Measure (those living with incomes that are less than half the median Canadian income, i.e. those who are in the bottom quarter of income earners), and
    • includes, for the first time, a measure of families receiving social assistance.
  2. eliminate variables which confuse the issue
    Variables with a weaker correlation to academic performance were dropped; the new LOI is better able to predict how students would perform academically.

In recent years, housing type has become a poor variable because of problems of under-reporting and because no distinction is made by Statistics Canada between high-rise rental apartments and condominiums. Housing type no longer shows a strong correlation to academic performance.

Immigration is also a poor predictor of how students will perform. For instance, students from some areas of the world outperform students from other parts of the world, including students who are Canadian born. So, immigration status alone does not accurately predict academic problems.

The removal of immigration and housing type will mean that school located in areas with high immigration and multiple story dwellings may not be as high on the LOI if those income levels are not comparable to other parts of the city. However, when we looked at the academic performance of these same schools, we found they were performing more closely to the level predicted by the revised LOI. In actuality, the LOI is now a more accurate predictor of those students’ academic potential.

Some critics have also raised the issue of race as one variable that is missing from the proposed LOI. Educational research shows this can also be a factor in academic achievement because it is a substitute measure for racism. (i.e. one’s race does not predict one’s academic potential, but it does predict the barriers to academic achievement). Even though I chaired the school board’s equity advisory committee for a number of years, I feel comfortable with leaving the variable of Race aside for the moment for two reasons. First, the Board is being asked to make a public commitment to look at the variable of race when Toronto data is available, and I believe this should and will be done. Second, and sadly, because visible minority status and low income are so closely correlated in Toronto, that by strengthening the poverty measures, the proposed LOI captures many of the same students that a race variable would. In effect, race is currently a fair proxy for poverty, and so the strengthened poverty measures capture many of these same populations.

Toronto Police Services Board ordered to release crime data

Last summer, The Toronto Star’s investigative series on Crime and Punishment showed incarceration rates in east-end Toronto (between Riverdale and the Beach) comparable to that of some of the City’s Priority Neighbourhood Areas. It was just one of the startling findings, found through hard data analysis – the sort of data to which most researchers do not have access.

This week, pursuing an appeal to the Ontario Court of Appeal, reporter Jim Rankin and the Star‘s investigative team won another victory for researchers interested in looking at the interplay of crime data with other social variables.

Back in May 2003, using a Freedom of Information request, Rankin requested police records on arrests and occurrences, with identifying information removed, in order to do an analysis of the prevalence of racial profiling. When the Toronto Police Services Board refused, Rankin appealed to the Privacy Commissioner. The Police Board was ordered to comply with the request. Instead, they appealed and won at the next level. Last week, on appeal, Rankin (and the Ontario Information and Privacy Commissioner) won the case against the Toronto Police Services Board. The Police Board was ordered to comply and to reimburse court costs to Rankin.

The request for the police data was found to be reasonable and appropriate under the Freedom of Information Act,  in accordance with the principle of open government processes.  As underscored by the Supreme Court in a different case,  Dagg v. Canada (Minister of Finance), “Transparency and accountability are vital to the democratic process.”

The pursuit of this data is a bit of a Holy Grail. Researchers who work at a neighbourhood level look to crime data as an important part of the social profiles of neighbourhood, its residents, and the shape of any program interventions. Yet, for years, I have sat in meetings with other social researchers who described the runarounds and their failed efforts to access police crime data. It’s not that the data isn’t there. One Superintendent I met at a public meeting assured me he looked at that kind of data regularly. So how come the pursuit felt more like Monty Python’s Holy Grail?

The Toronto Star has been one of the first to be successful in the quest for this sort of data, initially tracking their own news reports and mapping Toronto homicides in Googlemaps. Perhaps provoked to it, the Police Services website soon began to publish similar data, with disclaimers.

Rankin and the Star‘s investigative team deserve much praise for their faithful quest of these hidden treasures.
