In a mixed neighbourhood: Theory, please meet Reality

In one of my last posts, A white resident’s dilemma, I suggested that mixed neighbourhoods were good solutions to the tidal wave of gentrification in many cities. In riposte, Kevin Harris, the U.K. blogger for Neighbourhoods, quoted some residents with whom he has worked and who weren’t convinced by the real world validity of the ‘mixed neighbourhoods’ concept:

‘You had neighbours who you wouldn’t mix with if you were dying. It was theory-led, they had this theory that everyone had to mix together and it wasn’t going to work.’

This resident’s comment, a good reality test, is a challenge to the gnarly problem of how we live together, in community.  Personality differences, alone, can challenge the possibility of this theoretical neighbourhood. (I remember one of my own neighbours once explaining to me about a woman at his church, “People say she is hard to get along with, but I know what to do and I’ll tell you what you do. You’ve got to ask her about her dog. We get along just fine.”)

Yes, indeed, living in community is difficult. At a minimum, this resident’s comments speak to the need for common civility. Still, I can present my own similar example of theory clashing with reality.

Last fall, one of my other neighbours remarked to me how well we all got along on the street. “I think,” he said, “it’s because we are all so much alike, at the same stage of life.” It threw me back. Here I was, presenting later that week at the Ontario Non Profit Housing Association conference on the topic of strong neighbourhoods, and he was describing a good neighbourhood as one that was not inclusive.

So obviously my theory, seemingly naive and well-principled, needed more work. It prompted me to turn to some of the academics who have looked at this issue.

My instincts about the stages of gentrification and its homogenizing effects are borne out by studies such as Alan Walks and Richard Maaranen, who looked at gentrification in Toronto, Vancouver and Montreal between 1961 and 2001. Within Toronto, they found that more than a third of neighbourhoods were gentrifying, mainly around the downtown core.

So I wasn’t imagining it, but how about this idealistic answer I had proposed?

U of T’s Centre for Urban and Community Studies/Cities Centre also held a symposium last year which did an international comparison of the patterns of gentrification in the western world. They made the important point there that “mixed neighbourhoods can be defined in many ways, through class, race, ethnicity, language, lifestyle, generation, household type.”

I felt like I was getting closer.

What Kevin Harris’ resident was complaining about, and my neighbour was commenting on, was the reality that co-location does not work. In fact, it often aggravates.

It is common sense that many residents do better when located close to others at a similar life stage. If we want to swap cigarettes or baby-sitting or garden tools, it’s easier usually with someone in the same life stage or age grouping. Noise complaints are often an example of clashing lifestyles/stages: someone’s up too late partying, or someone is up too early mowing. Zoning laws mediate these very things.

If, the differences we are talking about, however, are based in class and/or race, then even more so, a structural answer is needed, a need to create and strengthen the social and institutional bridges between us. These are the places where community can be created (and much of what this blog is about).

In all of these examples of division, the answer lies in strengthening the social fabric of the neighbourhood in explicit, yay planned, ways.

Community walkability is important. Our children need to go to the same schools. Housing forms should be similar. Economic opportunities must be shared. The issue also underscores the important functions of civility and shared identities.

Mixed neighbourhoods have to be about more than living alongside each other, but are really about living with each other. Still this seems too idealistic because frictions arise, if our communities are zero-sum games, where if one wins, the other loses.

Neighbourhoods are situated in a larger context, so mixed neighbourhoods about more than civility and good zoning; they have to address and mitigate social and economic injustices.

Otherwise, Kevin Harris’ residents is right: they won’t work.

A white resident’s dilemma: gentrification or segregation?

A Twitter friend, @JessieNYC, a smart and progressive woman who lives in New York City, worried recently about the selection of her new home. She had two choices: to live on the Upper East Side, a high income and mainly white neighbourhood, or to move to another apartment in East Harlem. Her choice was essentially to remain, isolated, in a white enclave or to become a gentrifier.

Gentrification is an issue about which I think a lot, but have hesitated to write about specifically because this is so personally about my neighbourhood. However another Twitter user I follow recently posted a link to Life, Inc., a searing analysis of gentrification and racial politics in Brooklyn, New York. So I have decided to take the plunge; these are things that have to be debated.

For the past fifteen years, my neighbourhood has been changing.

Renters have been displaced as homes are converted to single family dwellings. Front-yard vegetable gardens are being replaced by granite rock and Japanese maples. Median income is rising. The occupational classes of my neighbours have been changing. Where I used to live next to taxi drivers, railway conductors, sales clerks, hotel maids and medical secretaries, I now live among a range of fashion, acting, film and visual artists and writers, and professionals such as social workers, librarians, teachers, and museum curators.

And the neighbourhood is now less racially diverse. Where my (mixed-race) children could see their Chinese heritage reflected around them, where they learned to greet older adults as Po-po or Gong-gong, many of these families have moved away, almost always to be replaced by a young, white couple and a large dog, pleased to be able to afford to enter the housing market on their two incomes. One of the kindergarten teachers at the school where my kids, now in high school, attended, was surprised to realize this year that every child in her morning class is white. When my children were young, she had less than a handful of student who were white.

When I whined about these demographic shifts, a Facebook friend called me out. “Tough living where others want to live, isn’t it?” he said.

Even Jane Jacobs defended gentrification, saying this “unslumming” showed the desirability of a neighbourhood and improved the neighbourhood.

Others have admonished: Change happens!

So I have struggled to articulate my discomfort with these changes.

They are threefold:

  1. The economic drivers of the change
  2. The racial impacts of gentrification
  3. The homogenization of the neighbourhood

1. The neighbourhood change is as a result of economic forces. CUNY Professor Neil Smith provides some insight into the dynamics of these shifts (See the blog Racialicious for more). The forces underlying these moves and improvements to the the neighbourhood are economic – nay, capitalistic, rather than a reflection of social forces or personal decisions.

Smith elaborates, denying “our goal is some rigidly conceived `even development’. This would make little sense. Rather, the goal is to create socially determined patterns of differentiation and equalisation which are driven not by the logic of capital but genuine social choice.

People will maximize their return, so if that means selling out while prices are high, so they will move.  At the neighbourhood level, this plays out as high residential mobility, as prices continue to rise, and people’s price point is reached. (I remember when the first house on our street sold for over $250,000. My older neighbour crowed to me, “Diane, we’re quarter-millionaires!”). When my neighbours move away, they are having their rental housing sold from under them, or, as owners, are cashing in and moving further away, often outside the city.

These individual actions have a cumulative impact.

2. These neighbourhood changes play out racially, as well. In a city as diverse as Toronto, what plays out economically plays out racially. And because income and race are correlated here, upwardly mobile neighbourhoods are becoming whiter. Professor David Hulchanski’s work is bearing this out (see my previous post on racial divisions tracking income polarization).

The racial composition of my neighbourhood has shifted, and whites are becoming the dominant racial group here, the very opposite dynamic of what is happening demographically in the city.

3. Perhaps the most telling symptom of gentrification, is that this demographic shift is unidirectional.

Gentrification happens, in stages. And, as working class has shifted to artistic class, the upper class (and higher housing prices) cannot be far behind. The downtown city core of Toronto has become a destination.

Some of neighbours are just fine with that. Often, these same some, upon their arrival here, find the rough granularity of the neighbourhood disturbing. Often, they moved here thinking they have purchased a good bargain, just at the edge of one of the high-income neighbourhoods around us, and they mistake this neighbourhood for that one. It’s not long before they are disappointed and organizing a petition.

Or, sometimes, they thought the “colour” would be nice. And, yet, their singular arrival usually displaces an East Asian family. (Stats Can data shows one in five ethnic-Chinese people left the neighbourhood between 2001 and 2006.)The only in-migration to the neighbourhood, besides whites, are some South Asians and Urdu-speakers because the mosque and commercial district is in walking distance (Their numbers doubled, so that now they comprise 5% of the local population).

The answer to these three problems, the economic, the racial, the homogenization, is to purposefully plan for mixed neighbourhoods. Left to wider economic forces, the poor (and, by corollary, people of colour), are continually displaced.

So what to do, after all this awfulizing? Mixed neighbourhoods!

Sometimes, as discussions of mixed income neighbourhoods erupt, wealthier neighbourhoods often object to the idea of affordable housing being built in the neighbourhood. However, the response from one wise woman was, where do you want the woman who cares for your child at the daycare or serves you coffee in the morning to live? Is she a part of our community, or not?

Gentrification happens because of income inequality, an issue which is continuing to grow.  While these are issues, created at an entirely different levels, they are played out locally, within and between our neighbourhoods.

So my reply to my Twitter friend’s dilemma was, whether she stayed within the white enclave where she lives, or moves to a more diverse neighbourhood, I knew she would work to build an inclusive place. It’s the only fair thing to be done.

Ontario School Information Finder

In a bid to improve access to information and individual school accountability, the provincial Ministry of Education made a big misstep. This week, it introduced the Ontario School Information Finder which allows parents (and others so inclined) to comparison shop between shoes, er, schools.

Parents can find schools by name, or even more easily, by typing in their postal codes into the search engine. Then adding additional schools to their shopping cart, school bags, they can select three, hit the “Compare the Schools I selected” button and see how each school compares to the others in two domains: student achievement (as measured by provincial testing) and student demographics (including percentage of students from low income families, recent immigrant families, families with a university level-education and students receiving special education).

“What’s the objection to parents knowing this information?”, a reporter asked me today.

No objection. Parents already have access to this information. It is publicly available through the Fraser Institute and C.D. Howe, probably the most famously, but also through individual school profiles published by school boards, real estate agents, Toronto Life, and even a school board trustee.

However, the problem is the way the Ministry has packaged the data on student achievement and student demographics, as if it were a meaningful measure of a school. Learning the number of immigrants at a school, or the number of low-income kids, only tells you about the “input.” It doesn’t tell you how good the students are and it doesn’t tell you how good the school is, how much learning goes on there. However, it’s very likely that the Ministry website will be used to shop between schools.

When parents choose a school for their child, provincial test scores are probably one of the least reliable measures of a good school (and was part of the reason so many parents resisted the introduction of the EQAO). To be bald, provincial test scores correlate highly (although not absolutely) with student demographics, as the TDSB’s recent work on its Learning Opportunity Index attests. So, if parents choose a school by its test scores, they will likely be choosing a school where wealthier students attend rather than a school where great learning is happening.

Well, maybe peers are important. Higher income kids are three times more likely to go to university then kids in the bottom 10% of income (TDSB report). Isn’t that a good influence? It may be, but there are other considerations.

Social mix strengthens an important civic function of public education. We learn to get along with each other there. Students who attend more homogeneous schools learn alot less about others who are different from them – and, frankly, this is already a problem that occurs in many of Toronto’s schools, as Professor David Hulchanski’s work on the sorting of neighbourhoods by income has shown. A tool like this will accelerate this segregation. (And it is segregation; parents I spoke to in a focus group last year in one upper income neighbourhood worried that their kids only see people of colour at the local corner store and that their kids will not understand diversity in any real or granular sense when they move out of their enclave.)

Given the choice, parents acts for the benefit of their own child, as they should; so if “good” schools are defined, uncritically, as the ones with higher test scores, poor kids will be left further behind. Poor kids will be left further behind because they have fewer options, whether it’s bus fare to travel to “better” schools or parents who know how to hunt through the system. Left unfettered, two streams will emerge: elite schools and “bad” schools.

In a bid to give parents greater free choice, to ensure their own family’s gain, the Ministry has created a tool that gives free rein to individual license without considering our common good. What we will see is greater inequality, and it sounds all too familiar in these economic times.

The common good, the idea that a social mix strengthens us all, is even part of the calculation.

People for Education has been quick off the mark on this one, posting an open letter to the Premier, because the Ministry website undercuts the very foundation of a strong public education system. Parents and educators are signing up in droves to endorse the letter.

So, what should parents want to know when selecting a school?

  1. Is the principal an excellent educational leader?
  2. How well do teachers connect to the community? to each other? to the students?
  3. How happy are other parents with the school?
  4. Is the school a small enough size that people know each other and big enough to allow some diversity?
  5. How welcoming is the school culture?
  6. What additional supports are available to students?
  7. What sort of improvement do students make when they attend the school, i.e. what is the value-added?

School visits will give you that information.So what if you wanted to build a web tool which might work?

Rate My teacher is a website that lets students get at some of these issues, even if it is focused at individual teachers. Perhaps a more useful website would have been one that let parents connect with each other, to share their experience and learn from each other.

Suggestions like this are often met by fear (and anyone who has ever read the anonymous comments left on a newspaper website has some reason for this fear). However a moderated forum or a wiki format would achieve the same school-level accountability and transparency that the Ministry was trying to achieve and have provided more meaningful information for parents looking to learn more about their local schools.

Perhaps counter-intuitively, when Ontarians are polled about the performance of schools in OISE’s biannual survey, the happiest people in the system are usually those closest to the the school system, that is parents. And parents are most likely to be happy about their own school and although they may worried about other schools. A Wiki page for each school would allow parents to build a shared vision of the strength of their local school. A Web 2.0 approach would have been a much better model. We may get there.

Advocacy in a time of change

To commemorate the International Day for the Elimination of Discrimination, 130 community activists gathered at the  School of Public Health at the University of Toronto. The auditorium was filled with familiar faces, with familiar messages in this old, familiar place (the old Toronto School Board office). However, this time, there was change in the air.

“We can’t sit around and watch our children die anymore,” said one presenter. “The Ontario government will use the economic downturn as a reason not to act on its commitments to poverty reduction and to the Roots of Violence recommendations,if we don’t act.”

Akua Benjamin, Ryerson Social Work professor, underlined the point, that young Black men are the ones who are dying most often, and that we need to address this specifically. Too often the broader terms of racism or people of colour occlude the particular issue of anti-Black racism.

The keynote speaker was the honourable Alvin Curling, co-chair of the recent Roots of Violence report. He has been making the rounds to numerous community meetings since its release because “writing that report was just one part” of what needs to be done.

If the recommendations are to be implemented, he explained, citizens need to push the government to carry out its commitment and to develop an implementation plan with hard goals and timelines.

Curling sounded pessimistic as some of the deadlines from the fall report loom.  However, he had people laughing out loud as he described the structural problems which lay in the way of successful implementation of the Roots of Violence report.

Siloed government ministries are like the kids in a family who each have to have their own iPod. Now, he explained, they can’t use their iPod 24 hours a day, but they also cannot share, so they each go out and get one. In fact, he explained, they won’t even tell each other what they have on their playlists.

The problem is so deep, he said, that there is no way we should throw money at it “unless the government gets its act together.”

In response to a question, Curling highlighted the recommendation on mental health supports, though, noting that this was the one recommendation which had money attached to it because of the seriousness of the issue.

Curling also touched on the topic of race-based collection of statistics, recounting a story from the consultations.

“We can’t do that,” the review was told by law enforcement officials. “The Blacks [sic] don’t like us to collect that.”

“Oh no,” snapped back one of the staff. “We just don’t like what you do with them.”

Other presenters at the day:

The City of Toronto public health report,  The Unequal City (2008), which demonstrates how different health outcomes are tied to income.

Sarah Blackstock, from the Income Security Advocacy Centre, exemplified how the 25 in 5 Network has ably kept poverty reduction on the agenda. [Conflict of interest, 1st alert, I sat onthe Steering Committee for a number of months.] The Network has had to balance maintaining an authentic link to community and labour while balancing Blackberries and meetings with the Premiers’ Office and the cabinet-level Results table, now charged with implementing the poverty reduction strategy. It’s a long way from the barricaded doors of old.

Lance McCready, from OISE/UT described his work in inner city and high need schools and his participation with the People for education report on Urban and Suburban schools. [Conflict of interest, 2nd alert, I was involved in this report and P4E before that.]

Margaret Parson of the African Canadian Legal Clinic described the upcoming World Conference on Racism and her participation, with many others in the room that day, at the conference ten years ago. Parsons urged Canadian NGOs and activists to participate even if the Canadian government was choosing not to participate in anticipation of a descent into”regrettable anti-Semitism.” She concluded by reading the final version of the controversial paragraph which had sparked the furor at the 2001 World Conference, and urged participants not to allow the broader issues of racism to be so easily set aside by a government seemingly unwilling to act.

Colin Hughes gave participants the long view, describing how the unanimous (and now notorious) 1989 parliamentary motion to abolish child poverty is  nine years overdue. Yet the momentum to keep the promise has not waned through the efforts of groups like Campaign 2000. Far from defeated, Hughes kept his sense of humour, laughing about his “useless Powerpoint slides” which had lost all his labels on the graphs.

Uzma Shakir, filled out the panel, and finished with a candid and rousing summary:

  • Racism might not be healthy for us,but anti-racism is.
  • It’s not good enough to hope that by ameliorating poverty, you are ameliorating the effectsof race. Because if good jobs are created, they run the risk of becoming generic jobs, ones that reenfoce the same old power structures. And then people of colour will be right back where we started.
  • Race and marginalization are not a newcomer phenomenon. There is a long history to racism in Canada. Immigrationis being blurred with it because most newcomers are people of colour.
  • The issue of race has to be disaggregated. If you use averages, then you could put my head in the freezer and feet in the oven, and say my body temperature was average. But that wouldn’t mean that I was healthy.

The Colour of Poverty campaign convened the one day forum with anti-racist and poverty activists, entitled Social Determinants, Growing Colour-coded Inequality in Ontario , and Racial Justice – the Pathway Forward.

A few short hours the provincial government announced it was increasing the Ontario Child Tax benefit and funding for housing. “A classic case of Liberals under-promising and over-delivering,” said one participant as his Blackberry buzzed with the leak of the announcement. “They undercut us again.”

Not that many minded. (But we’ll see what the provincial budget holds.)

Five reasons why mixed neighbourhoods are important

Mixed neighbourhoods matter. Without them:

  1. Neighbourhoods become increasingly segregated in multiple ways: income, education, race.
  2. Some neighbourhoods and residents then live in concentrated disadvantage.
  3. Neighbourhoods with less resources have lower levels of resiliency and are less able to weather negative changes.
  4. Negative effects are felt more strongly by less mobile residents, those that are more vulnerable: seniors, children / parents, low-income, and  recent immigrants.
  5. Social problems which cluster together multiply, creating “hot spots” of social disorder, which then, in turn, spill into other neighbourhoods.

Ethnic enclaves in Toronto, 2001 – 2006

A packed house gathered last week at the Joint Centre for Excellence on Research in Immigration and Settlement. Building on their earlier work on ethnic enclaves in Toronto, professors Mohammed Qadeer (from Queen’s) and Sandeep Kumar Agrawal (from Ryerson) were speaking about the residential patterns of seven ethnic populations in Toronto:  African Blacks, Caribbean, Chinese, Italian, Jewish, Portuguese, and South Asian. (These are as reported at the census tract level by individual respondents to the 2001 and 2006 censuses living in the census metropolitan area (CMA) of Toronto.)

While the maps in their PDF presentation were the most interesting, Qadeer and Agrawal also laid out a few key elements about “ethnic enclaves”:

  • Enclaves are defined as residential concentrations with supporting cultural institutions and services.
  • Enclaves are distinct from ghettos because they happen through a positive choice, rather than a lack of choice. Measuring this, however, is a challenge.
  • Enclaves are an important step for Canadian newcomers on the way to settlement and integration.

Using GIS analysis, Qadeer and Agrawal’s found that ethnic enclaves are extending (so that they are now more widespread) and consolidating (single ethnic groups were more likely to be a higher portion of a neighbourhood). This growth, they found, was often spurred by new immigration.

However, they also found a wide variation in the likelihood of people of various ethnic groups to live within their own neighbourhoods, and that no enclaves were exclusive. All city census tracts had some ethnic mix.

The study provokes further questions to explore, many which were asked that afternoon. Further research could be done to look at these trends over a wider range of years and among other Canadian geographies or at alternate geographic levels (dissemination areas instead of census tract). Also worthwhile would be a examination of the shifting residential patterns of the City’s largest ethnic group, those of British ancestry, and, and more compelling, whether there is a tipping point when “white flight” becomes a reality.

Finally, the study gave a quick look at the percentage growths among various ethnic groups; Russian and Ukrainian populations grew the most quickly. The largest groups are British, South Asian, and, then, Chinese. (For more a detailed description, see the City of Toronto’s 2006 census broad overview and the profiles of specific ethnic groups.)

A Night at the School Council

I wrote this a few years ago as a Facebook Note. It seemed an appropriate time to revive it:

My son’s school is considered a high-needs school according to the school board’s Learning Opportunity Index, at the top end of the range, just edging into the middle of the pack.

The neighbourhood is full of working class families, Canadian-born or from other lands, who grow vegetables rather than landscape rocks in their front yards. Nearby homes are, increasingly, filling up with young professionals, congratulating themselves on finding homes so cheap within easy commuting of downtown.

However it is also a school that stands out. The Toronto Star says that its EQAO scores are above what they “should” be given the student demographics. The school librarian picked up a book and taught herself cricket so that she could coach the group of young boys who asked for a school team. We have family dances and great community movie nights in the gym. And we still have itinerant music teachers. My son has learned cello and steel pan for the past couple of years. One of the Grade Six teachers organized a knitting club this year, and kids knit 750 dolls, which will be used as packing for medical equipment being sent overseas to hospitals which need it. (The dolls will then be distributed to kids in those places.)

So this is what I learned at this week’s school council meeting:

1) Rosedale Public School (a small K-6 school that serves one of the richest enclaves in the country) recently contacted our school principal. They wondered if they could borrow our steel pans this summer. Parents had raised $16,000 to send their junior students to Australia for a tour. (We’ve loaned them, because we know the importance of cooperation, in a place like this.)

2) My son’s graduation trip has been set. They are going to the well-treed park, five minutes north of the school, on the other side of the tracks, and bringing some Frisbees. The price is right, and the school council is going to buy everyone a Popsicle.

Sigh.

Toronto's Disappearing Middle Class

For those of you who missed Sunday’s Toronto Star article with mapsThe Three Cities within Toronto: Income Polarization, 1970 -2000 is being updated by authors, David Hulchanski, with Richard Maaren, at University of Toronto. Their recent update brings us to 2005, and the 2006 Census data will be included by the research team later this year.

What the maps show is not a shifting middle class, as described by the Star headline, but a disappearing middle class. Toronto has become a city of growing inequality. Fewer and fewer areas of the city are “middle class,” defined at close to the average individual income of $40,000 in 2005. Areas of high income are remaining essentially stable geographically, concentrated in the middle of the City and along the Lake, while low income areas are consolidating where they were previously and spreading out through the suburbs.

The TDSB's Learning Opportunity Index

Tonight the trustees of the Toronto District School Board will be looking at revisions (and here) to the Learning Opportunity Index, a measure which ranks schools according to the needs of their students and then focuses resources on the most needy ones. (The final rankings are available here.)

I had the pleasure over the past eighteen months in helping to revise and improve it, so I have two arguments to make:  first, why the LOI is an important, and essentially Canadian, educational tool, and second, why this new version is an improvement.

The purpose of the Index is to support students who are falling behind in school because of challenges they face outside of school. This new Index will allow scarce school resources to be driven to those most in need, those who are facing some of the greatest barriers to academic achievement and who are, by our measures, doing poorly in school.

The LOI deserves continued support because:

  • Our Canadian ideal of public education is to allow every student a fair chance to participate in our broader society. To do this, we have to make sure every child has a good start. Because the effects of poverty are cumulative, building exponentially, poor kids in poor schools face the largest learning barriers.
  • This is a best investment of educational dollars. Investments in poor kids make a bigger improvement than investments in kids in other income brackets – they just have more room to grow.
  • The LOI is and has always been one of the most cutting-edge educational measures in North America, mimicked in other jurisdictions, because of its statistical validity and reliability. It does the job it’s supposed to do: leveling the playing field.

The proposal going forward to the school board tonight should be supported because it shows an even stronger relationship between external challenges and academic achievement. The revisions should be supported because they:

  1. strengthen measures of poverty
    The current LOI measures income, looking at average and median incomes in the neighbourhoods where students live. These measure the middle of the pack. However educational research shows that low income is one of the main drivers of poor academic performance.

    • The proposed LOI keeps median income, for stability and consistency, but strengthens the measure of low income, adding
    • the percentage of Families who fall below Statistics Canada’s Low Income Measure (those living with incomes that are less than half the median Canadian income, i.e. those who are in the bottom quarter of income earners), and
    • includes, for the first time, a measure of families receiving social assistance.
  2. eliminate variables which confuse the issue
    Variables with a weaker correlation to academic performance were dropped; the new LOI is better able to predict how students would perform academically.

In recent years, housing type has become a poor variable because of problems of under-reporting and because no distinction is made by Statistics Canada between high-rise rental apartments and condominiums. Housing type no longer shows a strong correlation to academic performance.

Immigration is also a poor predictor of how students will perform. For instance, students from some areas of the world outperform students from other parts of the world, including students who are Canadian born. So, immigration status alone does not accurately predict academic problems.

The removal of immigration and housing type will mean that school located in areas with high immigration and multiple story dwellings may not be as high on the LOI if those income levels are not comparable to other parts of the city. However, when we looked at the academic performance of these same schools, we found they were performing more closely to the level predicted by the revised LOI. In actuality, the LOI is now a more accurate predictor of those students’ academic potential.

Some critics have also raised the issue of race as one variable that is missing from the proposed LOI. Educational research shows this can also be a factor in academic achievement because it is a substitute measure for racism. (i.e. one’s race does not predict one’s academic potential, but it does predict the barriers to academic achievement). Even though I chaired the school board’s equity advisory committee for a number of years, I feel comfortable with leaving the variable of Race aside for the moment for two reasons. First, the Board is being asked to make a public commitment to look at the variable of race when Toronto data is available, and I believe this should and will be done. Second, and sadly, because visible minority status and low income are so closely correlated in Toronto, that by strengthening the poverty measures, the proposed LOI captures many of the same students that a race variable would. In effect, race is currently a fair proxy for poverty, and so the strengthened poverty measures capture many of these same populations.

Racial divisions tracking income polarization

Three recent learnings from the Ontario Nonprofit Housing Association conference scared me about the future of our city:

I was sitting through a presentation I had seen a few times, about the growing concentrations of poverty across the city and the high income enclaves that were also emerging, when I was struck to hear how substantially these aligned with the emerging racial division in the city. Just as income has polarized even over the past five years, so have the racial divisions. Neighbourhoods which were mainly white at the 2001 census are now likely to be even more white, according to research being led by Professor David Hulchanski at the University of Toronto.

So, the next morning, as I sat through an anti-racism workshop at the same conference, we were asked if we saw evidence of racism in our communities. Hulchanski’s work shows that, as the city’s foreign-born population now hits 50% of residents and people of colour will soon be a majority of the population, many white people, especially those living in high income areas, are less and less likely to have contact in their day-to-day lives with those from another racial background.

Finally, in another session, we talked about the dynamics of what happens when mixed neighbourhoods disappear. Like the idea of supermajorites, as described by political scientists, when populations become more homogenous and ideas and social mores are not challenged, they tend to become more extreme in their positions.

All this means that urban residents, living within increasingly racially and economically segregated neighbourhoods, will become increasingly isolated and separate in their world views and experience.

As I said, scary.
